RESOLUTION NO. 89-7 L
A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ELECTION TO
SUBMIT TO THE REGISTERED, QUALIFIED VOTERS OF THE CITY THE CITY CENTER
DEVELOPMENT PLAN AND THE AUTHORITY TO USE TAX INCREMENT FINANCING AS A METHOD
OF FUNDING ACTIVITIES SET FORTH IN THE PLAN.
WHEREAS, the City Council held public hearings to consider the City Center
Development Plan on March 27, April 10, 1989, September 11, 1989; and
WHEREAS, the City Cocrcil adopted an ordinance anprov£ng the City Center
Development Plan on Sept.=amber 11, 1989; and
WHEREAS, the Charter of the City of Tigard Contains a provision prohibiting
the activation or implementation of tax increment financing as a method of
paying the debts and obligations of an agency established under the provisions
of ORS 457 without approval of the voters of the city at a regular or special
city election held In May or. November.
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Section 1. An election is hereby called to be held in the City of Tigard on
the 7th day of November, 1989. Pursuant to ORS 254.465 and 254.470, the
election will be conducted by mail.
Sf-,c 2. The following ballot title and explanation is hereby approved and
the following measure shall be printed upon the official ballot as set forth
below.

CAPTION: TIGARD CITY CENTER DEVELOPMENT PLAN
QUESTION: SHALL THE TIGARD CITY CENTER DEVELOPMENT PLAN BE APPROVED?
EXP!Jk%ATION: This Plan would enhance the business and development potential
of downtown Tigard by Improving streets, parking, parks, and
other public facilities and by operating special redevelopment
programs within the downtown area. This measure does not
authuriae new or additional taxes. Property tax revenue
received on any newly created value ("tax increment' revenue)
will be used to pay for a portion of the public costs
associated with the projects and programs outlined in the
Plan.

Section 3. The city Recorder is hereby authorized and directed to certify in
the manner provided by law to the Elections Director of Washington County,
Oregon, the foregoing measure for inclusion as a part of the regular ballots to
be prepared by such Director for voting at all precincts within the City of
Tigard, at the Special Election of November 7, 1989.
Section 4. The Tigard City Recorder shall be, and is hereby authorized .end
directed to undertake all necessary and convenient acts to facilr_tate the
Inclusion of this measure on the November 7, 1989 special Election ballot for
the approval or rejection of the qualified voters of the City of Tigard and is
further authorized and directed to give notice of the above described election
and proposal by publishing once in the Tigard Times on September 23, 1989 as
required by ORS 250.275.
