RESOLUTION NO. 89-3
A RESOLUTION SUPPORTING ADOPTION OF HOUSE BILL 3398 PROVIDING FOR RELEASE OF A
PORTION OF TAX INCREMENT BY AN URBAN RENEWAL AGENCY, WITH APPROVAL OF THE
MUNICIPATITY, FOR PURPOSES OF REDUCING TAX RATES TO TAXING UNITS WITHIN THE
PPJNICIPALITY.
WHEREAS, the City of Tigard and other municipalities within the State are now
unable to release tax in--rement to waxing units within the municipality prior
to dissolution of the Urban Renewal Agency and District; and
WHEREAS, House Bill 3398 has been introduced and is presently sponsored by
Representatives Brian, Caleur; D. 3olies, Keisling, and Roberts for the
purpose of amending Oregon .Revised Statutes 457.220, 457.440, and 457.460; and
WHEREAS, adoption of the amendments as written would provide for authorization
for th> Urban Renewal Agency, with approval of the I•unicipality, to release
part of tax ,ttr-_rement to taxing units within_ which it is located far
na,-r-oases ofreducingtax rates of those taxing units; and
WHEREAS, the City of Tigard is desirous of having the ability to reduce tax
r:4tes to their, citizens as has been outlined in the proposed House Bill 3398.
NOW, THEREFORE:, BE IT RESOLVED by the Tigard City Council that:
Section I: The City of Tigard is supportive of the passage of House Bill
3398 amending ORS 457.220, 457.440 and 457.460. empowering
urban renewal. agencies to release tax increment to redxuce tax
rates.
