RESOLUTION NO. 89- !�3
A RESOLUTION OF TIM TIGARD CITY COUNCIL CONSENTING TO THE FORMATION OF A COUNTY
SERVICE DISTRICT FOR STORM DRAINAGE AND SURFACE WATER MANAGEMENT.
WHEREAS the City Council has a strong interest in the proper management of
surface water; and
WHEREAS recent events, including the adoption by the Environmental Quality
Commission of new Tualatin River water quality criteria, necessitate prompt and
effective action to address drainage throughout the Tualatin Ricer Basin; and
WHEREAS the Steering Committee for Surface Water Management in Washington
County, composed of elected officials from numerous Washington County cities,
has recommended that the authority of the Unified Sewerage Agency (USA) be
expanded to Include drainage and surface water management, and
WHEREAS the City has worked effectively with tha "a;SA to meet the sanitary sewer
needs of our citizens and the Council hereby finds that a similar arrangement
in the area of drainage and surface water management is desirable.
NOK, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Section 1. Pursuant to ORS 195.720(1) and ORS 199.462, the City of Tigard
hereby consents to the formation of an ORS Chapter 451 county
service district for storm drainage as set forth in the petition
for formation and to the inclusion of Tigard within the
boundaries of said county service district.
rection 2. The City Recorder is hereby directed to forward a copy of this
resolution promptly to the Washington county Board of
Commissioners for submittal with the formation petition to the
Portland Area Lo/cal Government Boundary Commission.
