Resolution No. 88-83 CITY OF TIGARD, OREGON RESOLUTION NO. 88--90-0'ak_ A RESOLUTION AUTHORIZING TIGARD POLICE OFFICERS TO VOLUNTEER THEIR TIME AND SERVICES AND AUTHORIZING THE TIGARD POLICE CHIEF TO LOAN NECESSARY EQUIPMENT TO THE PORTLAND POLICE BUREAU FOR THE 1988 INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE ANNUAL CONFERENCE O BE HELD IN PORTLAND, OREGON_ WHEREAS, the International Association of Chiefs of Police will hold its 1988 annual conference in Portland, Oregon; and WHEREAS, this annual conference provides the opportunity for professional development within police departments; and WHEREAS, the City of Portland Police Bureau has requested the assistance of metropolitan area jurisdictions in a variety of capacities at the conference; and WHEREAS, allowing Tigard police officers to volunteer their time and services to the conference will benefit the City of Tigard, the Portland metropolitan area and the law enforcement community as a whole; and WHEREAS, the City of Portland and the Tigard Police Department have negotiated a Memorandum of Understanding and Intergovern- mental Cooperation Agreement whereby any police officer volunteering to assist or serve at the conference may do so without creating an FLSA overtime liability and whereby any loan of Tigard police equipment to the Portland Police Bureau for the conference will be insured, at Portland Police Bureau expense, against loss or damage during the period of use; and WHEREAS, the Tigard Police Department's liability insurance policy endorsement applicable to volunteer workers will cover police officers volunteering their time and services at the annual conference; NOW, THEREFORE, BE IT RESOLVED BY THE TIGARD CITY C0U1JCIL THAT: Section 1 . The City Council hereby authorizes Tigard police officers to volunteer their time and services at the 1988 annual conference of the International Association of Chiefs of Police and further authorizes the Tigard Police Chief to loan to the Portland Police Bureau equipment necessary for the annual conference.
