A RESOLUTION OF THE TIGARD CITY COUNCIL To PROVIDE FOR AN EMPLOYEE ASSISTANCE
PROGRAM AND 1-0 CONTRACT FOR PROFESSIONAL SERVICES FOR SAID PROGRAM.
WHEREAS, the City recognizes that helping troubled employees will maintain
productivity, reduce absenteeism, help contain medical insurance claim costs,
and minimize the cost of terminations, rehiring and training overtime; and
WHEREAS, the City, in an effort to assist troubled employees, desires to
establish an Employee Assistance Program for all regular employees and their
immediate families; and
WHEREAS, the City has requested, received, and reviewed Requests for Proposal
from vendors qualified to provide such services.
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Section 1: An Employee Assistance Program for all regular employees of the
City and member's of their immediate families shall be
implemented for a one-year period beginning on December 1, 1987.
Section 2: The City shall contract for the services to implement this
program with Cascade Center for Training and development, Inc.
(dba Cascade Counseling Center) of Portland, Oregon, for a fee
not to exceed $5,000 for the one year period beginning on
D•ccomber 1, 1987.
Section 3: The renewal of the service contract with Cascade Counseling
Center for services in ensuing fiscal years will be expressly
conditioned upon: (1) future appropriations by the Tigard City
Council to fund this program; and (2) satisfactory performance
by Cascade Counseling Center as determined exclusively by the
City.
Section 4: Contingency will be appropriated as follows:
