7—A RESOLUTIOP,C ENDORSING THE OREGON ROADS FINFINCE STUDY AND URGING THAT THE
STATE LEGISLATURE AND THE GOVERNOR APPROVE LEGISLATION TO ADOPT THE STUDY'S
RECOMMENDATIONS,
WHEREAS, improvement of the transportation system has been identified as a
high priority for the City of Tigard; and
WHEREAS, the League of Oregon Cities, the Association of Oregon Counties, and
the Oregon Department of Transportation recently completed the Oregon Roads
Finance Study, which catalogued the problems facing our road system, and made
recommendations for solutions; and
WHEREAS, the Study found that more than six billion dollars of road
improvements are needed today to bring Oregon's substandard roads and bridges
up to a modest standard for pavement condition, capacity and design; and
WHEREAS, the Study estimates that total road system requirements in Oregon
over the next 20 years will -amount to $32—billion; and
WHEREAS, the cost of postponing repair of pavement can result in the road
having to be completely reconstructed in a few years, at two to four times the
cost; and
WHEREAS, the estimated revenue from current sources at present levels to pay
for needed improvements to Oregon's roads and bridges will fall far short of
meeting the iJentified system requirements; and
WHEREAS, the Study report proposes that additional revenues be derived from
the establishment of a new titling fee far autos and light—weight trucks, an
increase in motor vehicle registration fees and a series of increases in the
state fuel and equivalent weight—mile tax; and
WHEREAS, the findings of the study support reasonable apportionment of new
revenues among jurisdictions on the basis of 50% for, the State, 30% for
counties, and 20% for cities.
NOW, THEREFORE, BE IT RESOLVED that the Tigard City Council endorses the
Oregon Roads Finance Study and the need for a long—term financing proposal and
urges the Oregon Legislature and the Governor to approve House Bill 2112 to
generate the level of revenues identified in the six—year strategy as
necessary for the repair, preservation and modernization of Oregon roads.
