9 RESOLUTION DIRECTING STAFF TO HAVE PREPARED A PRELIMINARY ENGINEER'S REPORT
REGARDING 'THE FEASIBILITY O; PROVIDING STREET IMPROVEMENTS THROUGH THE
FORMATION OF A LOCAL. IMPROVEMENT DISTRICT IN THE AREA OF S.W. 135th AVENUE AND
THE PROPOSED EXTENSION OF MURRAY BOULEVARD.
WHEREAS, on August 11, 1986, the City Council initiated consideration of a
local improvement: district for street improvements on S,W. 135th Avenue; and
WHEREAS, a public meeting was held on October 21, 1986, at Fowler junior High
School to explain the local improvement district process and to answer
questions; and
WHEREAS, public comment on the proposed improvements was received by the
Council at the regular meeting of November 17, 1986; and
WHEREAS, a Preliminary Evaluation Report has been prepared describing the
improvements to be made and the area to be included within the proposed local
improvement district; and
WHEREAS, the City Council has reviewed and accepted said Pralimi.nary
Evaluation Report entitled "Preliminary Evaluation Report, 135th/Murray
L.I.D., November, 1986", said report recommending preparation of a preliminary
engineer's report:
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Staff is he.-eby directed to have prepared a Preliminary Engineer's Report in
accordance with TMC 13.04.030(b), and the Council intends that the report
consider the following:
A. The six recommendations of the City Engineer contained in the
Preliminary Evaluation Report;
B. :mays that the City might appropriately participate in the
funding of a portion of the improvements, consistent with past
City practice in similar local improvement districts;

C. The feasibility and appropriateness of forming a separate local
improvement district for the construction of Murray Boulevard
west of S.W. 135th Avenue,
