Resolution No. 86-49 CITY OF TIGARD, OREGON RESOLUTION NO. 86-� A RE`ALUTION OF I"FIE TIGARD CITY COUNCIL ENDORSING A THREE-YEAR SERIAL LEVY FOR WASHINGTON COUNTY ROADS. WHEREAS, the Washington County Iransportation Coordinating Committee has recommended, and the Board of County Commissioners has adopted, a Major Streets Transportation Improvement Program (MSTIP); and WHEREAS, the MSTIP identifies certain roads in the County that are in most urgent need of improvement From the standpoints of traffic congestion and safety hazards to motorists; and WHEREAS, the Washington County Board of Commissioners has proposed at three-year, $27 million serial levy to provide local matching funds For those road improvement projec'ls identified in the MSTIP which qualify for federal or state funding contr-ibutions; and WHEREAS, federal and state funding available for these projects is estimated at $33.8 million, but is contingent upon the commitment of local matching funds; and WHEREAS, the federal share of $22.8 million will be. distributed to jurisdictions outside Washington County if local matching funds are not committed by September 30, 1986; and WHEREAS, all road improvements to be funded, in part, by the proposed levy are to correct existing traffic congestion and safety problems; and WHEREAS, residents of Tigard and the immediate Tigard area have a significant and direct financial stake in the outcome of the election, in that passage of the serial, road levy would assure funding for the intersection of Bull Mountain Road and Highway 99W; and WHEREAS, passage of the levy would provide matching funds for two Tigard ar--a road projects: namely, widening S'cholls Ferry Road from Fanno Creek to Murray e:.ulevard, and improvements to Tualatin-Sherwood/Edy Road and Boones Ferry to Highway 99W to take truck traffic pressure off Durham Road; and WHEREAS, passage of the levy would provide. funding to the engineering study for the Westerly By--pass which upon completion would relieve traffic congestion on Highway 99W; NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: Section 1: The Tigard City Council does endorse the Washington County three-year serial levy for road improvements and urges the citizens of Tigard to approve the measure at the Primary Election an May 20, 1986.
