A RESOLUTION REPEALING RESOLUTION NO, 85-72 AND RE-ESTABLISHING A CITIZEN
ADVISORY COMMITTEE TASK FOR'-,F ON WASTEWATER (STORM DRAINAGE AND SANITARY
SEWER) UTILITY PROGRAMS.
WHEREAS, the City Council annually selects an area of Ciky operations for an
independent third party review and performance audit; and
WHEREAS, the City Council desires to have a citizen's advisory committee
conduct a review and performance audit of Wastewater Utility Program.
NOW, THEREFORE, BE IT RESOLVED by the Tiga,d City Council that:
SECTION 1. REPEALING RESOLUTION NO. 85-72. The language in the original
Resolution st.o.ild be modified which creates the need to repeal Res. 85-72 and
re--establish the same committee with the language as put forth in this
modified resolution.
SECTION 2. COMMITTEE ESTABLISHED. The City of Tigard Wastewater Utility
Program Review Task Force Committee is hereby established. The Task Forc^
shall be comprised of five members appointed by the Mayor with consent of the
City Council. A non-voting ex-officio staff member shall be appointed by 'the
City Administrator as committee liaison. All meetings of the Committee shall.
be conducted in accordance with State law consistent with City prr.cedure.
SECTION 3. TASK AND TIMETABLE, The Cummittee is a Task Force, not a standing
committee- The members are appointed through task coc:pletion but not longer
than December, 1986. The Committee is to develop its own Work Plan but must
address the following general. timeline:
Fall, 1985 Appointment, organization, review
Wastewater Utility scope and
structure; elect temporary chair;
Winter, 1985 Review Wastewater Utility Capital
Improvements Program and Public
Facilities Plans; elect chair;
March, 1986 CIP Recommendation to Council;
Spring, 1986 Utility operations Review;
June, 1986 Utility Performance Audit Review
Report to Council;
Summer, 1986 Utility Rates Review;
Fall, 1985 Recommendation to Council and Budget
Committee.
