A RESOLUTION ESTABLISHING A CITIZEN ADVISORY COMMITTEE TASK FORCE ON
WASTEWATER (STORM DRAINAGE AND SANITARY SEWER) UTILITY PROGRAMS.
WHEREAS, the City Council annually selects an area of City operations for an
independent third party review and performance audit; and
WHEREAS, the City Council desires to have a citizen's "blue ribbon" advisory
committee conduct a review and performance audit of Wastewater Utility Program,
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
SECTION 1. COMMITTEE ESTABLISHED, The City of Tigard Wastewater Utility
Program Review Task Force Committee is hereby established. The Task Force
shall be comprised of five members appointed by the Mayor with consent of the
City Council. A non-voting ex-officio staff member shall be appoi—:_d by the
City Administrator as committee liaison. All meetings of the Committee shall
be conducted in accordance with State law consistent with City procedure.
SECTION 2. TASK AND TIMETA3LE. The Committee is a Task Force, not a standing,
committee. The me fibers are appointed through task completion but not longer
than December, 1986. Thp Committee is to develop its own. Work Plan '-ut must

Fall, 1985 Appointment organization, review
Wastewater Utility scope and
structure;
Winter, 1985 Review Wastewater Utility Capital.
Improvements Program and Public
Facilities Plans;
March, 1986 CIP REcommendation to Council;
Spring, 1986 Utility Operations Review;
June, 1986 Utility Performance Audit Review
Report to Council;
Summer, 1986 Utility Rates Review;
