Resolution No. 85-06 CITY OF TIGARD, OREGON RESOLUTION NO. 85-<2_62_ A RESOLUTION OF THE TIGARD CITY COUNCIL SUPPORTING THE TIGARD POLICE CHAPLAIN PROGRAM. WHEREAS, the purpose of the Police Chaplain Program is to provide spiritual guidance and counseling to members of a Police Department and the citizens of the community in time of need; and WHEREAS, there has been a County-wide Police Chaplain Program in progress for the past several months known as "Officer Alive", consisting of two chaplains; and WHEREAS, the County-wide Chaplains are serving approximately 600 police officers and their family members, as well as the citizens of Washington County and are presently understaffed; and WHEREAS, the City Council finds it necessary and desirable to supplement the Washington County "Officer Alive" Program by instituting a program for the City of Tigard, and WHEREAS, Robert C. Blakely, of the Tigard Christian Church, has been identified as having an interest and desire to become the Tigard Police Chaplain to better serve his community. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: Section l: The Tigard Police Chaplain Program is hereby instituted. The Chaplain shall assume duties and responsibilities as outlined below: 1. The Police Chaplain will be directly responsible to the Chief of Police, serving on a volunteer basis and on-call 24 hours a day. 2. The Police Chaplain will be a Special Reserve Officer and will. be extended coverage by the City's liability insurance policy and industrial accident insurance (SAIF) like the other Reserve Officers. 3. The Police Chaplain is not intended to replace an individual's awn clergy, but will be able to refer people to the appropriate agency, or agencies, to find help and assistance in time of need. 4. The Chaplain shall assist Police Officers and the people of the community through a field service ministry by providing spiritual guidance, counseling, and comfort in times of crisis. 5. The Chaplain will be riding with officers and receiving police orientation as well as specialized training to enhance the role. 6. The Tigard Police Chaplain will also assist the Washington County Chaplain when needed. Section 2: Robert C. Blakely is hereby appointed as the Tigard Police Chaplain.
