RESOLUTION NO. 83-2f_
A RESOLUTION OF THE TIGARD CITY COUNCIL APPROVING AMENDMENTS TO THE
ADMINISTRATIVE AGREEMENT WITH ROBERT W. JEAN.
WHEREAS, the TIGARD CITY COUNCIL has reviewed the performance of Robert W.
Jean as City Administrator on August 23, 1983 as provided under City Rules and
the Administrative Agreement; and
WHEREAS, the TIGARD CITY COUNCIL has found that performance to be
satisfactory; and
WHEREAS, the TIGARD CITY COUNCIL has reviewed the salary and total
compensation market value costs of comparable positions in other
jurisdictions, and finds that the EMPLOYEE as City Administrator is below the
norm in compensation; now,
THEREFORE, BE IT RESOLVED BY THE TIGARD CITY COUNCIL THAT:
The Administrative Agreement first entered into with Robert W. Jean dated
August 24, 1981 and as amended September 31, 1982, is hereby further amended
as set forth in the attached Exhibit "A".

EXHIBIT "A"
AN AMENDMENT TO THE EMPLOYMENT AGREEnENT BETWEEN THE CITY Or TIGARD AND ROBERT -- -..
W. JEAN.
THIS EMPLOYMENT AGREEMENT AMENDMENT, made and entered into this 29th day
of August, 1983, in mutual agreement by and between the CITY OF TIGARD,
OREGON, hereinafter referred to as "CITY" and ROBERT W. JEAN, hereinafter
referred to as "EMPLOYEE".
WHEREAS, the CITY and the EMPLOYEE have an EMPLOYMENT AGREEMENT for
® services as City Administrator dated August 24, 1981; and,
WHEREAS, by mutual agreement an AMENDMENT was made as of September 13,
1982; and,
WHEREAS, both the CITY and the EMPLOYEE mutually seek to amend the
AGREEMENT as it exists; now,
THEREFORE, the CITY and EMPLOYEE agree that the following changes shall be
made:
SECTION 1. -- DUTIES. No change.
Y, SECTION 2. -- TERM. No change, but ratify ter. of existing agreement
through 2/28/84, and approve this extension for an additional year through
2/28/85.
SECTION 3. -- RENEWALS. No change.
SECTION 4. -- TERMINATION AND SEVERANCE. No change.
_. SECTION 5. -- SALARY AND COMPENSATION. No change, except Sub-section A
and E as follows.
Sub-section A. Salar -- No change except employee shall be paid
$3,500.00 per month ( 42,000 annual equivalent) effective 7/1/83 and
$3,605.00 per month ($43,260 annual equivalent) effective 3/1/84. Ratify
next cost-of-living adjustment on 7/1/84 and next merit pay review date as
9/1/84.
Sub-section E. Deferred Compensa[ion -- New section. City agrees on
EMPLOYEE's behalf additional to the provisions under Section 6 to
contribute into a deferred compensation program designated by EMPLOYEE an
amount equal to 6% of EMPLOYEE's salary effective 3/1/84.
SECTION 6. -- RETIREMENT AND INSURANCE. No change except Sub-section C
added as follows.

section. City agrees to purchase
O $1153000 of Group Term Life Insurance through the ICMA Life Insurance
Program on EMPLOYEE's behalf for beneficiary to be named by EMPLOYEE in a
premium cost to CITY not to exceed $91.30 per quarter year.
SECTION 7. -- PROFESSIONAL DEVELOPMENT. No change.
SECTION 8. -- ANNUAL EVALUATION. No change.
SECTION 9. ^- GENERAL. No change.
IN WITNESS WHEREOF, the CITY OF TIGARD, OREGON has caused this AGREEMENT
AMENDMENT to be signed and executed, and the EMPLOYEE has signed and executed
this AGREEMENT both in duplicate the day and year first above written.
