Resolution No. 83-38 ■ AV CITY OF TIGARD, OREGON RESOLUTION NO. 83 - A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ELECTION T'O SUBMIT TO THE REGISTERED, QUALIFIED VOTERS OF THE CITY TAX LEVIES FOR CERTAIN HUMANITARIAN PROJECTS AND VARIOUS LEVELS OF SERVICE FOR THE CITY. WHEREAS, the City Council has taken the position that voters of the City should determine whether the levels of police, library, park and other services and certain humanitarian projects conducted within the City should be supported by tax dollars; it is therefore necessary to submit the following proposition to the voters of the City of Tigard at a special election called and held for that purpose. NOW, THEREFORE, BE IT RESOLVED BY THE TIGARD CITY COUNCIL THAT: I. An election is hereby called to be held in the City of Tigard on the 17th - day of May, 1983, between the flours of 8:00 A.M. and 8:00 P.M. Pacific Daylight Time at the polling places designated in Exhibit A for the purpose of submitting to the registered, qualified voters of the City of Tigard the propositions set forth in Section 2 below; 2. The following ballot titles and explanations are hereby approved with respect to the following measures for which purpose the following ballot titles, numbers and forms in which the questions shall be printed upon the official ballot are prescribed: 51 -- TIGARD "A" LEVY FOR SENIORS, POLICE, AND EXIS'�ING STAFF LEVELS. QUESTION -- Shall the City levy $208,930 outside the tax base for the Senior Center, existing police and staff levels? PURPOSE -- This one-year General Fund levy is for the Senior Center, Police, Library, Parks and General Government. The City will pay a share of the Senior Center. Funding retains three existing Police Officers. One Librarian will be retained. Library services will be maintained. Cook Park ballfields and neighborhood parks will be maintained at current levels. If this measure is approved, $208,930 of the taxes levied in the 1983-84 fiscal year will be financed partially by the State of Oregon. This levy adjusts for population and inflation since the last tax base. Staff levels can be maintained without further j _ layoffs. The estimated tax rate with this levy would be 11 about 6% more than last year's. Under State law, in order for any City of Tigard "B" levies to pass, this "A" levy must first be approved. i 52 -- TIGARD "B-1" OFERATING LEVY TO MAINTAIN CURRENT POLICE/SERVICE LEVELS ti QUESTION -- Shall the City levy $127,500 outside the tax base to maintain current police/service levels? PURPOSE -- This is a one year General Fund levy. Two new Officers would be hired. Two old police cars would be replaced. Two part-time employees would be hired to maintain Cook Park, neighborhood parks and the greenways. General service would stay the same. The Library book budget would remain the same. The Tigard "A" levy would maintain current staff levels. This "B-1" operating levy adds staff in Police and Parks. Under State law, the Tigard "A" levy must pass before this "B" levy can pass. If this measure is approved, $127,500 of taxes levied in the 1983-84 fiscal year will be totally financed by local taxpayers without any partial state payment. 53 -- TIGARD "B-2" POLICE EMERGENCY RADIO EQUIPMENT ONE YEAR SPECIAL LEVY. QUESTION -- Shall the City levy $93,000 outside the tax base to buy . Police emergency radio equipment? PURPOSE -- This is a one-time cost. It will replace old equipment. The new equipment will include= base station, tape recording, console, station control and other radio items. Now, the system has "blank" spots. Officers often don't hear each other on the radio. Under StaLe law, the Tigard "A" levy mist pass before the "B" levy can pass. If this measure is approved $93,000 of the taxes levied in the 1983-84 fiscal year will be totally financed by local taxpayers without any partial state payment. 54 -- TIGARD "B-3" ONE YEAR SPECIAL LEVY, TIGARD COMMUNITY YOUTH SERVICES. QUESTION -- Shall the City levy $45,000 outside the tax base for Tigard Community Youth Services? PURPOSE -- This levy would fund the City's share of the T.C.Y.S. budget. It gets its funding from many sources. But, it relys on local funds. There are fees for services. It provides counseling and job placement. Under State law, the Tigard "A" levy must pass before the "B" levy may pass. r If this measure is approved, $45,000 of the taxes levied in t" the 1983-84 fiscal year will be totally financed by local taxpayers without any partial state payment. RESOLUTION NO. 83- Ar' 3. The City Recorder is hereby authorized and directed to certify in the manner provided by law to the Director of Recc rds and Elections of Washington County, Oregon, the foregoing measures for inclusion as a part of the regular ballots to be prepared by such Director for voting at all precincts within the City of Tigard, as set forth in Exhibit A herein, at the Special Election of May 17, 1983. 4. The Tigard City Recorder be, and she is hereby, authorized and directed to undertake all necessary and convenient acts to facilitate the inclusion of this measure on the May 17th, 1983 Special Election ballot for the approval or rejection of the qualified voters of the City of Tigard and further authorized and directed to give notice of the above described election and proposal in the following manner: (a) by posting notices of the election, one at each of the designated polling places and in each of the precincts in the City, not less than ten (10) days prior to the date of the election and also; (b) by publishing in the Tigard Times once each week for two consecutive weeks, the first such publication to be not less than ten (10) days prior to the date of the aforesaid Special Election.
