IN THE MATTER OF A MAJOR PLAN AMENDMENT TO THE DOWNTOWN TIGARD REVITALIZATION
PLAN.
WHEREAS, the Downtown Tigard Revitalization Plan and Report were adopted
November 17, 1981, and revised December 1, 1981, and
WHEREAS, `he Downtown Tigard Revitalization Plan provides for tax increment as
a major financing tool for the plan, and
WHEREAS, the Downtown Tigard Revitalization Plan calls for a tax increment
cash flow approach to financing project improvements, and
WHEREAS, the plan calls for more detailed information and implementation
procedures to accomplish even initial projects, and
WHEREAS, the accompanying report lacks sufficient financial analysis to
proceed with tax increment bonding, and
WHEREAS, the Agency wants to amend the Downtown Tigard Revitalization Plan to
permit the use of all legal funding methods, and
WHEREAS, the Agency will receive tax increment sufficient to proceed with
necessary additional planning and implementation, and
WHEREAS, a major plan amendment must follow the same process as the adoption
of the original plan.
NOW, THEREFORE, BE IT RESOLVED by the City of Tigard, as follows:
1) The City of Tigard City Council directs the staff to retain a consultant
for an amount not to exceed $7,000 to work with the staff and the TURA
Advisory Committee to prepare a major plan amendment and financial
analysis to permit the use of tax increment bonds or other debt
instruments and to work with staff and the advisory committee to develop a
recommendation for the City Council regarding capital projects in the
urban renewal area. This recommendation is to be brought back before the
City Council after the major plan amendment.
2) The City of Tigard City Council authorizes the expenditure of funds up to
$7,000 from the Tigard Urban Renewal Agency Fund for the purpose of this
resolution and at the direction of the Tigard Urban Renewal Agency.
