Resolution No. 82-92 CITY OF TIGARD, OREGON RESOLUTION NO. 82-qoc A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ELECTION TO SUBMIT TO THE REGISTERED QUALIFIED VOTERS OF THE CITY THREE MEASURES AUTHORIZING THE CITY OF TIGARD TO SELL GENERAL OBLIGATION BONDS TO FINANCE PURCHASE, CONSTRUCTION AND RECONSTRUCTION OF THE TIGARD CIVIC CENTER. WHEREAS, the Civic Center Advisory Committee has recommended to the City Council that the City purchase the Crow Building and adjacent land for Library, Police, and City Hall offices for the new Tigard Civic Center; and WHEREAS, the Civic Center Committee considered several alternative plans to house the Library, Police, and City Hall offices in the new Civic Center at the least cost; and WHEREAS, the City Council has considered the recommendation of the Civic Center Committee and has three options which are the best possible alternatives in meeting the needs of the community; and WHEREAS, the City Council recomended that General Obligation Bonds in the amount not to exceed $3.6 million ($3,600,000)--Ballot Measure 51, $2.7 million ($2,700,000)--Ballot Mea-ure 52, or $1.5 million ($1,500,000) --Ballot Measure 53, be sold to finance the proposed Civic Center; and WHEREAS, the Tigard City Charter provides that indebtedness in excess of $5,000 may not be incurred without the consent of the voters. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: SECTION 1: A special election is hereby called to be held in the City of Tigard on the 21st day of September, 1982, bctwpc_n the hours of 8:00 a.m. and 8:00 p.m. Pacific Daylight Time at the polling places designated in Exhibit A for the purpose of submitting to the registered, qualified voters of the City of Tigard the proposition set forth in Section 2 below. SECTION 2: The following ballot title and explanation are hereby approved with respect to the following measure for which purpose the following ballot title, number and form in which the question shall be printed upon the official ballot are prescribed: CIVIC CENTER WITH NEW LIBRARY 51. SHALL THE CITY SELL GENERAL OBLIGATION BONDS NOT EXCEEDING $3.6 MILLION FOR 7; CIVIC CENTER AND NEW LIBRARY? er RESOLUTION NO. 82-9a EXPLANATION This bond would fund a Civic Center and separate library. Existing buildings and land would be purchased and remodeled for City Hall and Police facilities, and Downtown Fanno Creek Park would be improved. SECTION 4: The following ballot title and explanation are hereby approved with respect to the following measure for which purpose the following ballot title, number and form in which the question shall be printed upon the official ballot are prescribed: CIVIC CENTER REMODEL 52. SMALL THE CITY SELL GENERAL OBLIGATION BONDS NOT EXCEEDING $2.7 MILLION FOR A CIVIC ENTER INCLUDING LIBRARY SPACE? EXPLANATION This bond would fund a Civic Center. Existing buildings and land would be purchased and remodeled for Library, City Hall and Police facilities. Downtown Fanno Creek Park improvements would be made. If more than one Civic Center option is approved, only the one in the greater amount shall be pursued. SECTION 5: A special election is hereby called to be held in the City of Tigard on the 21st day of September, 1982, between the hours of 5:00 a.m. and 8:00 p.m. Pacific Daylight Time at the polling places designated in Exhibit A for the purpose of submitting to the registered, qualified voters of the City of Tigard the proposition set forth in Section 6 below. SECTION 6: The following ballot title and explanation are hereby approved wigrespect to the following measure for which purpose the following ballot title, number and form in which the question shall be printed upon the official ballot are prescribed: CIVIC CENTER SITE PURCHASE 53. SHALL THE CITY SELL GENERAL OBLIGATION BONDS NOT TO EXCEED $1.5 MILLION TO PURCHASE THE CIVIC CENTER SITE? EXPLANATION This bond would fund the purchase of land and existing buildings. Completion of the project would require further voter approval. If more than one Civic Center option is approved, only the one in the greater amount shall be pursued. YES ( ) I vote to authorize the City of Tigard to sell General Obligation Bonds not to exceed $1.5 million for the purchase of land and existing buildings for the Civic Center. NO ( ) I vote against authorizing the City of Tigard to sell General Obligation Bonds not to exceed $1.5 million for the purchase of land and existing buildings for the Civic Center. SECTION 7: The City Recorder is hereby authorized and directed to certify in the manner provided by law to the Director of Records and Elections of Washington County, Oregon, the foregoing measures for inclusion on the ballots to be prepared by such Director for voting at all precincts within the City of Tigard, as set forth in Exhibit A herein, at the Special Election of September 21, 1982. RESOLUTION No. 82—C?0 Page 3 M i SECTION 8: The Tigard City Recorder be, and she is hereby, authorized and directed to undertake all necessary and convenient acts to facilitate the inclusion of these measures on the September 21, 1982, Special Election ballot for the approval or rejection of the qualified voters of the City of Tigard and is further authorized and directed to give notice of the above-described election and proposal in the following manner: (a) By posting notices of the election, one at each of the designated posting places in each of the precincts in the City, not less than ten 10) days prior to the date of the election and also; (b) By publishing in the Tigard Times once each week for two consecutive weeks, the first such publication to be not less than ten (10) days prior to the date of the aforesaid Special Election; and (c) By publishing in the Tigard Times for one issue the measure together with the ballot title and number in full within twenty (20) days immediately prior to the Special Election. The polls will be open from 8:00 a.m. to 8:00 p.m. Pacific Daylight Time. The following questions will be submitted to the qualified voters thereof. CIVIC CENTER WITH NEW LIBRARY 51. SHALL.
