Resolution No. 82-21 CITY OF TIGARD, OREGON RESOLUTION No. 82-i21_ A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR A SPECIAL ELECTION TO SUBMIT TO THE REGISTERED QUALIFIED VOTERS OF THE CITY A TAX LEVY TO FINANCE THE TIGARD .LOAVES AND FISHES SENIOR CENTER. WHEREAS, the City Council has taken the position that voters of the City should determine whether certain humanitarian projects conducted within the City should be supported by tax dollars; it is therefore necessary to submit the following proposition to the voters of the City of Tigard at a special election called and held for that purpose. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: 1. An election is hereby called to be held in the City of Tigard on the 18th day of May, 1982, between the hours of 8:00 A.M. Pacific Daylight Time at the polling places designated in Exhibit A for the purpose of submitting to the registered, qualified voters of the City of Tigard the proposition set forth in Section 2 below; 2. The following ballot title and explanation are hereby approved with respect to the following measure for which purpose the following ballot title, number and form in which the question shall be printed upon the official ballot are prescribed: ONE YEAR SPECIAL LEVY FOR TIGARD LOAVES AND FISHES 51. SHALL THE CITY OF TIGARD LEVY $12,500 OUTSIDE THE TAX BASE TO FINANCE TIGARD LOAVES AND FISHES CENTER IN 1982-83? EXPLANATION The purpose of this proposal is to provide $12,500 for fiscal 1982-83 to Tigard Loaves and Fishes Senior Center to pay a portion of that organi- zation's operating expenses. Tigard Loaves and Fishes Senior Center provides a nutrition and social service program to adults over 60 years of age in need of such services, including a hot noon meal five days a week, recreation, information on services and scheduling of those services as requested by seniors. CP RESOLUTION No. 82-AL_ The entire amount of the proposed levy is outside the limitation of Article XI, Section 11 of the Oregon Constitution and requires voter approval. The City Recorder is hereby authorized and directed to certify in the manner provided by law to the Director of Records & Elections of Washington County, Oregon, the foregoing measure for inclusion as a part of the regular ballots to be prepared by such Director for voting at all precincts within the City of Tigard, as set forth in Exhibit A herein, at the Primary Election of May 18, 1982; 4. The Tigard City Recorder be, and she is hereby, authorized and directed to undertake all necessary and convenient acts to facilitate the inclusion of this measure on the May 18, 1982 Primary Election ballot for the approval or rejection of the qualified voters of the City of Tigard and is further authorized and directed to give notice of the above-described election and proposal in the following manner: (a) by posting notices of the election, one at each of the designated polling places in each of the precincts in the City, not less than ten (10) days prior to the date of the election and also; (b) by publishing in the Tigard Times once each week for two consecutive weeks, the first such publication to be not less than ten (10) days prior to the date of the aforesaid Primary Election.
