Resolution No. 81-95 V CITY OF TIGARD, OREGON • RESOLUTION NO. 81 GjS A RESOLUTION AMENDING THE PERSONNEL POLICIES AND PROCEDURES MANUAL FOR THE CITY OF TIGARD OREGON. WHEREAS, the City of Tigard City Council adopted personnel policies and procedures by Resolution No. 79-38; and WHEREAS, in order to insure the most effective and efficient delivery of services to the citizens of Tigard, it is necessary to maintain a reasonable system for administration of all personnel matters; and WHEREAS, the City of Tigard is firmly committed to the principles of fairness and merit in personnel administration, it is necessary to maintain personnel policies and procedures insuring that all personnel practices shall be impartial and universally applied; and WHEREAS, the City Council adopted Ordinance No. 81-52 amending Section 2.04.040 of the City of Tigard Code relating to the duties of the City Administrator and the City Administrator recommends this resolution be adopted; NOW, THEREFORE, BE: iT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TIGARD THAT: Section 1: The "Personnel Policies and Procedures Manual" be amended to be consistent with Ordinance No. 81-52. Section 2: Chapter I, Section 1.2, The City Administrator, de- lineating the City Administrator's responsibilities following: (new language underlined) 1.2(c). Recruiting, testing, selecting, and hiring of all city employees, provided that the City Administrator shall consult with the Mavor and the City Council prior to hiring Department Heads. 1.2(d) Approve the appointment, promotion, demotion, transfer, discipline, discharge, and other actions affecting persons employed by the City, provided that the City Administrator shall consult with t_ he Mavor and Council prior to discharging a Department Head.
