RESOLUTION 79- _
A RESOLUTION REGARDING SPEED LIMIT ON HIGHWAY 99W BETWEEN BULL MOUNTAIN
ROAD AND DURHAM ROAD.
WHEREAS the Oregon State Speed Control Board has recently begun
reconsideration of posted speeds on certain highways within its
jurisdiction; and
WHEREAS it has come to the attention of the City Council of the
City of Tigard that the decision of the Oregon State Speed Control Board
with regard to the posted speed limit on Highway 99W between Bull Mountain
Road and Durham Road might be based only on the reported rate of accidents-
per-mile, and particularly that such a decision might be made without the
board's taking into account specific and unusual problems in this
particular area; and
WHEREAS the City Council, being aware on account of its members'
direct contact with traffic in the area, and in addition having had the
report of the Chief of Police of the City of Tigard, being particularly
sensitive to the need for protection of drivers entering and leaving the
Xing City and Summerfield areas:
NOW, THEREFORE, it is hereby resolved:
The City Council of the City of Tigard expresses its opinion
that the posted speed limit on Highway 99W between Bull Mountain Road and
Durham Road should be 40 mph for traffic in both directions, and that this
resolution shall serve as a recommendation to the Oregon State Speed
Control Board, and is to be forwarded to the Oregon State Speed Control
Board by the City Recorder immediately upon the passage of the resolution.
The City Council wishes to have the Oregon State Speed Control Board
understand and take into account that a very high proportion of the drivers
entering and leaving Highway 99W in the area in question are older people,
many of whom, being concerned about the soundness of their physical
capacities and particularly about their senses of vision and hearing
become extremely cautious and fearful about entering busy highways. This
extreme caution and hesitancy leave them more than ordinarily vulnerable
to the dangers of busy highways, and it is the opinion of the City Council
that a reduction in the speed limit from 45 mph to 40 mph would add
substantial protection for them.
