CITY OF TIGARD, OREGON
RESOLUTION No. 79- /11
A RESOLUTION OF THE TIGARD CITY COUNCIL AUTHORIZING THE APPLICATION
FOR A TRAFFIC SAFETY GRANT AND SELECTING THE CONSULTING ENGINEER
FOR A TRAFFIC SAFETY PROJECT.
WHEREAS, the Tigard City Council recognizes that due to the
rapid increase in land development and population growth in
Tigard and the surrounding area, and due to other factors, there
is a substantial increase in the annual number of traffic accidents
in Tigard; and
WHEREAS, the City Council recognizes the need to make the
city streets safer for motorists and pedestrians; and
WHEREAS, the City does not have the wherewithall to conduct
a traffic safety project without financial and engineering
assistance; and
WHEREAS, there are federal funds available through the Oregon
Traffic Safety Commission to conduct traffic safety projects and
Uie funding ratio for such projects is 75% State and 25% City, and
the�- 'City's share can all be in the form of in-kind services, there-
by' saving the City taxpayers the expenditure of local tas dollars;
and

WHEREAS, there are consulting engineering firms available
with considerable experience and expertise in conducting traffic
:k safety studies, and one such engineering firm is STRAAM Engineers
Inc. of Portland, Oregon.
NOW, THEREFORE,
BE IT RESOLVED That the City Council of the City of Tigard,
Oregon, hereby authorizes t:.qe City Administrator to make application
to the Oregon Traffic Safety Commission for a traffic safety project
that would include the following:
1. Updating of the City's 1970-71 traffic safety program
with particular emphasis upon the following:
a. Road hazard identification and problem resolution.
b. Street improvement project identification, evaluation
and prioritization to include a 5-year capital im-
provement plan.
C. Street design standards and practices.

2. Training program for staff members.
3. Purchase of equipment (traffic counters and video
recording equipment) .
4. Formation of a local traffic safety commission.
AND FURTHER, hereby selects as consulting engineers, the f2rm
STRAAM Engineers, Inc. and authorizes the execution of a contractual
agreement with STRAAM, Engineers, Inc. to prepare the grant
application and to conduct the aforementioned traffic safety
project.
