Resolution No. 77-28 C\r CITY OF TIGARD, OREGON ({ RESOLUTION No. 77- 28 A RESOLUTION AUTHORIZING FORMATION OF THE TIGARD COMMUNITY INCORPORATION FACTS COMMITTEE: ESTABLISHING PURPOSES AND RESPONSIBILITIES AND ESTABLISHING MEMBERSHIP NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TIGARD THAT: Section 1: The Tigard City Council does hereby authorize the formation of the Tigard Community Incorporation Facts Committee; in order to more properly address the pressing growth problems of the entire Tigard area and to unify the people into one municipal body that retains the inherent rights of local control. Sectior. 2: The purpose of this committee shall be to serve as a truth and facts committee on the benefits of full voluntary incorporation of the urbanized unicorporated area generally designated within the following boundaries: From the vicinity of S.W. Taylors Ferry Road on the north from the Multnomah County line of S.W. Scholls Ferry Road. Along S.W. Scholls Ferry Road and Old Scholls Ferry Road southwesterly to Beef Bend Road on the west and then in a direct southerly line to the Tualatin River and along the Tualatin River Easterly to the Durham City limits and thence northerly along Interstate Highway I-5 on the east to the Barbur Blvd. overpass and then along the Washington County-Multnomah County line to the point of commencement. Section3: The committee will be responsible to arrange meetings with interested citizens in all of the neighborhoods, including organized homeowners groups. It shall publicise these meetings and make every effort to notify all property owners in each of the areas of meetings schedules; and to develop and distribute accurate information concerning the effects, benefits and coats associated with incorporation into a greater Tigard community with reasonable and sensible boundaries. Section 4: Membership may vary depending upon the unincorporated area being discussed and considered however, by Council authorization hereby expressed, the Mayor and any Councilman may serve; the City Administrator shall serve and shall cause City employees representing all departments, as appropriate, to serve; the Park Board and Planning Commission shalleach designate one member to serve; one member of each NPO from the area in which incorporation is being discussed shall serve; and volunteer citizens from the City and from the areas for which incorporation is being considered may serve as deemed appropriate by the Mayor, with consent o£ Council, who shall serve as chairman and program coordinator of the Tigard Community Incorporation Facts Committee.
