A RESOLUTION OF THE TIGARD CITY COUNCIL AND PLANNING COMMISSION,
EXPRESSING THEIR CONCERN REGARDING TWO INTERIM DEVELOPMENT TRANS-
PORTATION POLICIES PROPOSED FOR BULL MOUNTAIN BY A CITIZEN ADVISORY
COMMITTEE APPOINTED BY WASHINGTON COUNTY.
WHEREAS, The City of Tigard Neighborhood Planning organi-
zation #3 for the Derry Dell-Foot of Bull Mountain Area, has reviewed
the proposed Interim Development Policies for Bull Mountain as developed
by a Citizen Advisory Committee appointed by Community Planning Organi-
zation #4 and have transmitted their concerns regarding the proposed
transportation policies; and
WHEREAS, the Neighborhood Planning Organization #3 Plan
has been adopted by ordinance by the Tigard City Council and is the
City's comprehensive land use plan for this area; and
WHEREAS, the City Council and I7a.nning Commission find
the proposed policies to be generally compatible with the Neighborhood
Planning Organization #3 Plan with the exception of the following
transportation policies:
A. Additional access and egress to the Bull Mountain
areas shall be encouraged in conjunction with new sub-
divisions.
B. Murray Blvd. , if extended, shall be located west
of Bull Mountain and designed to connect with 99W in the
vicinity of Six Corners.
and;
WHEREAS, the City Council and Planning Commission concur
with the Neighborhood Planning Organization's finding that adoption
of the proposed interim transportation policies will increase traffic
volumes on Gaarde and 121st streets beyond a level already projected
to be excessive by 1990 while at the same time precluding the possi-
bility of a collector or minor arterial street between the two neigh-
borhoods to relieve the traffic burden projected for the local street
system; and
WHEREAS, the Neighborhood Planning Organization has based
its findings upon a neighborhood traffic circulation analysis con-
ducted by Carl Buttke, consulting engineer, and according to advice
from the Transportation Section of the Columbia Region Association of
Governments; and
WHEREAS, LCDC goal #2 states;
( "Each plan and related implementation measure shall be
coordinated with the plans of affected governmental units."
NOW, THEREFORE,
BE IT RESOLVED by the City Council and Planning Commission
of the City of Tigard that;
Section 1: The Interim Development Transportation Policies proposed
for the Bull Mountain area of Washington County are not
compatible with Tigard's comprehensive plan for the
adjacent neighborhood comprising Neighborhood Planning
Organization #3;
Section 2: The Washington County Planning Commission is hereby
requested to forego the consideration of any plans or
development policies for this or other areas adjacent
the City of Tigard until sufficient coordination has
occured to assure compatibility between the respective
plans and/or policies.
Section 3: The coordination of the respective plans should begin with
a meeting of the citizen groups involved (NPO #3 and the
Bull Mountain Citizen Advisory Committee) to communicate
their separate interests and concerns and attempt a
resolution of the present discrepencies between the
Neighborhood Planning Organization #3 plan and the interim
development policies.
