Resolution No. 76-67 CITY OF TIGARD, OREGON RESOLUTION No. 76- 67 A RESOLUTION OF THE CITY OF TIGARD, IN BEHALF OF THE CITIZENRY OF THE TIGARD COMMUNITY, DECLARING THE CITY'S SUPPORT OF AND REQUESTING CONSIDERATION OF A MODIFICATION OF THE COMMON BOUNDARY BETWEEN THE TIGARD SCHOOL DISTRICT (No. 23-J) AND THE BEAVERTON SCHOOL DISTRICT (No. 48). WHEREAS, The common boundary between the Tigard School District and the Beaverton School District was established many years ago and prior to a change from rural development densities to suburban development densities; and WHEREAS, The present common boundary arbitrarily divides otherwise cohesive neighborhoods and follows no logical neighborhood or community boundary; and WHEREAS, All that land lying southerly of Scholls Ferry Road between Highway 217 and 135th Avenue is considered to be part of the greater Tigard community as is evidenced by Tigard newspaper subscriptions, street addresses, postal delivery substation, telephone listings and other such indicators of community; and WHEREAS, The present boundary causes disruption and hardship to children who may associate together but cannot go to school together; and WHEREAS, The present boundary makes neighborhood parental involvement in school affairs difficult by splitting neighborhoods; and WHEREAS, Those properties lying between the present boundary and the previously described portion of Scholls Ferry Road have little to no identification with the Beaverton community; and WHEREAS, The City of Tigard has no financial interest in this matter, but is concerned about the creation of a whole undivided community and good government in general; and WHEREAS, Many Tigard residents have requested City assistance in correcting this obviously illogical and confusing boundary. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF TIGARD, THAT: Section 1: It is hereby found that the present common boundary between the w Tigard School District (No. 23-J) and the Beaverton School District (No. 48) is confusing, outdated, illogical, disruptive of neighborhood and community and generally not reflective of the needs and desires of many of the residents of the City of Tigard. Section 2: A more logical, less confusing, less disruptive and more appropriate ' < common boundary between the aforementioned school districts would be located along Scholls Ferry Road, an existing neighborhood and community divider, for that portion of Scholls Ferry Road lying between Highway 217 and 135th Avenue. Section 3: The Washington County Intermediate Education District is hereby requested to consider this proposed boundary change and to provide the public, specifically those residents and landowners directly affected by this proposal an opportunity to be heard on this matter and to express themselves through an election on this question if possible. Section 4: The City Recorder is directed to present, by mail, a copy of this Resolution to the Washington County Intermediate Education District, the Beaverton School Board and the Tigard School Board and to further disseminate this resolution to those interested parties who may request same.
