Resolution No. 75-61 CITY OF TIGARD, OREGON RESOLUTION No. 75-_� f RESOLUTION OF THE TIGARD CITY COUNCIL CREATING A COMMITTEE FOR CITIZEN INVOLVEMENT (CCI), PRESCRIBING RESPONSIBILITIES AND MEMBER- SHIP STRUCTURE. WHEREAS, the State of Oregon Land Conservation and Development Commission has mandated, in "Goal #1 - Citizen Involvement", that the City shall create a Committee for Citizen Involvement for the purpose of monitoring the City's citizen involvement program: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tigard that: Section 1• Purpose There is hereby created a Committee for Citizen Involve- ment (CCI) to oversee and assure the effectiveness of Tigard's citizen involvement program. Section 2: Definitions As used in this resolution, the following terms shall be construed as follows: i4 (a) "Committee for Citizen Involvement" (CCI) shall mean the group which monitors the citizen involve- ment program to ascertain that citizens are provided the opportunity to be involved in all facets of the '' land use planning decision-making process. (b) "City Agency" shall mean departments, offices, boards and commissions of the City. (c) "Neighborhood Planning Organization" (NPO) shall mean a group of people recognized by the City Coun- cil and organized within the boundaries of one neighborhood area for the purpose of considering and acting upon a broad range of issues affecting neighborhood .livability. Section 3: (a) MEMBERSHIP OF C.C.I. The membership of the C.C.I. shall consist of the r." chairperson of each NPO or ;their appointed represent- ative. Until the time that all seven Neighborhood ,.` Planning Organizations have been formed by means � of a neighborhood election, the City Council will ! appoint a citizen from each NPO area where an NPO ,. is yet to be elected. At this writing there are a two NPO's remaining to be elected out of the total of seven NPO's. In addition, two members of the City Council and two members of the Planning Commission shall be appointed to serve on the CCI. (b) FUNDING The City will provide staff to the committee and mailing services. (c) RESPONSIBILITIES & DUTIES The Committee for Citizen Involvement shall have the following responsibilities and duties: (1) Monitoringthe City's Citizen Involvement Pro- gram (CIPto ascertain that it promotes and enhances citizen involvement in land use planning. The CCI may recommend to the City Council changes in the structure or process of the City's citizen involvement program for the purpose of improving its effectiveness. Major modification of the Citizen Involvement Program, proposed by the CCI, will be con- sidered by the Planning Commission in a pub- lic hearing. The Commission will then forward a report of its hearing and a recommendation to the City Council, who will make the final determination regarding the CCI proposal. (2) Any grievances brought to the City Council by citizens, property owners, business persons, City officials or other governmental agencies concerning the operation and conduct of the City's citizen involvement program will be reviewed by the CCI and a report and recom- mendation made to Council. (3) To provide an opportunity to review items for inclusion in the City budget, funding citizen involvement and making recommendations relating to budget items for citizen involvement. (4) The CCI shall be responsible for seeking the views of citizens concerning the effectiveness of the citizen involvement program toward making the general citizenry aware of pending land use planning decisions and providing opportunities for becoming involved in the decision-making process. (5) The CCI shall periodically review the planning efforts of federal, state and regional agencies and special purpose districts to ensure that they have utilized the City's citizen involve- ment program in the process of developing plans affecting the Tigard community. t (2) Resolution.
