RESOLUTION NO. 75 -
A RESOLUTION ESTABLISHING A FIRE SERVICE STUDY COMMITTEE
FOR THE PURPOSE OF EVALUATING AND SUBMITTING RECOMMENDA-
TIONS RELATING TO COST AND LEVEL OF FIRE PROTECTION
�. SERVICES IN THE TIGARD AREA.
BE IT RESOLVED by the City Council of Tigard, Oregon that: _
Section 1 - Creation: There is hereby created a seven
member fire service study committee. Member-
^hip shall consist of five persons residing within the
City of Tigard and two members from areas without the
Tigard City Limits as appointed by the City Council.
Section ? - Purpose: The purpose of the Fire Service Study
Committee shall be `.o (1) analyze in depth the
existing fire protection service being provided the Tigard
area; and (2) to evaluate alternative methods of providing
fire protection service and to make recommendations to the
Council concerning fire protection service. Specific areas
of concern shall include but not be limited to the following:
(a.) Analysis of existing manpower physical facilities
and equipment providing response to the Tigard
area including minimum response time to service
calls.
(b.) Comparison of existing level of service to
standardized service levels and the concurrent
relationships between service level and staffing,
physical facilities and equipment.
(c.) Analysis of costs of existing service and sources
of revenue by geopraphic area.
(d.) Legal requirements and pertinent legislative
provisions relating to formation, disincorporation,
and/or deannexation from fire districts with special
emphasis on assimilation of assets and liabilities
resulting therefrom.
(e.) Consideration of alternative manners and methods
for providing fire protective service to the
Tigard area with primary criteria being the main-
tenance or improvement of existing service levels
in the most cost-effective fashion. At a minimum,
alternatives should include evaluation of the
above-noted factors as applied to the area within
the Tigard City Limits and as applied to the larger
Tigard Community area.
(f.) The preparation of a detailed report on findings and
recommendations.
