Resolution No. 74-63 CITY OF TIGARD, OREGON ( RESOLUTION No. 74- f,3 A RESOLUTION CREATING A TIGARD CITIZEN'S FORUM; ESTABLISHING PURPOSE AND OBJECTIVES; DELINEATING ORGANIZATIONAL STRUCTURE AND ESTABLISHING RULES OF PROCEDURES. WHEREAS, the creation of a Tigard Citizen's Forum has been proposed for gathering, collating and tabulating citizen input on matters of community concern; and J WHEREAS, the City Council finds that such a citizen input vehicle is desirable for determining community opinion on various city issues. NOW, THEREFORE, BE IT RESOLVED BY THE TIGARD CITY COUNCIL THAT: Section 1: Creation & Purpose of Tigard Citizen's Forum A. There is hereby created an organization to be known as the Tigard Citizen's Forum (T.C.F.) for the general purposes of (1) providing a means of attaining greater citizen input into the governmental decision-making process and (2) stimulating greater community awareness on the part of G the Tigard citi:;enry. B. The T.C.F.'s specific function shall consist of the conducting of public opinion polls on matters of public concern in accordance with and as requested or authorized under the provisions of this resolution. The results of such polling shall be forwarded to the City Council which will recognize such results as an input to the decision-making process. Said results shall not f supersede or usurp the responsibility for decision-making that is vested in the elected representatives by local & state law. Section 2: Organizational Structure of T.C.F. k A. The Tigard Citizen's Forum shall consi6t of a seven (7) member Board of Directors, a twenty (20) m.mber District Supervisor Committee and a two hundred (200) member Citizen Representative Committee. c B. The Board of Directors shall be elected by ballot from the group of 20 Citizen Supervisors and 200 Citizen Representatives after these groups are j formed. The duties of the Board of Directors shall be to supervise the ! operation of the Forum and to tabulate the results of requested polls. The Board of Directors shall provide laison between the City Council and the I T.C.F. Three of the initial Board members shall be elected to one year terms l and four of the initial Board members shall be elected to two year terms. Thereafter, each Board member shall be elected to two year terms. C. The City will be divided into 20 Districts with each District being further subdivided into 10 zones, D. The District Supervisors shall consist of volunteers appointed by the City Council. Selection of District Supervisors shall be on the basis of demography with the intent that each Supervisor be conveniently located in relationship to approximately 160 families which will comprise a District. District Supervisors shall recruit and maintain 10 volunteer Citizen Representatives within their district._ The duties of the DistrictRepresentatives shall be to receive poll questions from the Board of Directors and to relay Cthese questions on to each of the Citizen Representatives. E. The Citizen Representatives shall be assigned a list of 10 to 15 families within their zone to contact with the poll questions. F. The results of the poll questions in each zone shall be transmitted by each Citizen Representative to the District Supervisor who in turn shall transmit said results to the Board of Directors who shall tabulate the results and forward same to the City Council for its information and use. Section 3s Rules of Procedures A. Poll questions may be submitted to the T.C.F. upon the approval of 2 City Council members or poll questions may be initiated by the Board of Directors upon the affirmative vote of at least 4 members of the Board. B. Membership and service to the T.C.F. shall be voluntary and unpaid. C. Questions to be submitted to the T.C.F. for citizen opinion polling shall be reduced to writing and the exact wording of the question and any associated explanatory information shall be utilized in the polling procedure without deviation and/or editorializing in any fashion. D. The final results shall be tabulated in such a format as to include the question or questions asked and the results thereof in a form similar to national public opinion polls. An addenda of special or significant comments and suggestions received may be appended to the tabulated results. E. The T.C.F. shall be limited to gathering, tabulating and forwarding of results of opinion polls only and is not authorized to make decisions on any matter. As a part of its function, the Board of Directors is encouraged to make recommendations to the City Council for additions, amendments or other revisions to these rules of procedures or organizational structure which would facilitate or improve upon the operation of the T.C.F. in accordance with its assigned purpose and objectives. F. The T.C.F. shall not be used for or take any actions which are solely political in nature or for polling for any individual or group of persons for a political pt rpose. G. An accurate and up to date listing of each member of the T.C.F. shall be maintained in the office of the City Recorder. It shall be the responsibility of the District Supervisors to provide the City Recorder with any changes of Citizen Representatives within their District.
