of Tigard by Ordinance i10. 711 - 43, a proposed amendment to Section
12 of Chapter III of the Charter of the City of Tigard, and an
amendment to Section 31 of Chapter VI of the Charter of the City of
Tigard, at a special election called to be held and held for n:'rat
purpose on September 3, 19711; anu
