A RESOLUTION AUTHORIZING CONTINUANCE OF CITY FUNCTIONS AND PROGRAMS
ON AND AFTER JULY 1, 1974, PENDING AN ELECTION ON A QUESTION OF
LEVYING TAXES IN EXCESS OF THE 6% LIMITATION, APPROPRIATING FUNDS
THEREFOR, AND AUTHORIZING EXPENDITURES.
WHEREAS pursuant to Chapter 294, Oregon Revised Statutes
(local budget law), the necessary budgetary procedures were hereto-
for conducted and the proposed budget for the fiscal year 1974-75
was, after hearing, as provided ORS Section 294.435, adopted, and
WHEREAS a proposed levy in excess of the 61, limitation of
Article XI, Section 11 of the Oregon Constitution, was submitted
to the legal voters of the City at a special election held on June
20, 1974, and said proposal was not approved t,y the voters, and
budget
WHEREAS
pursuant to request of the City Council the/committee
of the City is undertaking a review of the proposed levy for the
purposes of determining whether or not, and to what degree, if any,
the proposed expenditures as budgeted may be reduced and another
proposed levy submitted to the voters.
NOW THEREFORE be it resolved by the City Council of Tigard:
1. That for the time being and until further determination
and direction of the Council, all functions and programs of the City
heretofor and now in effect are hereby authorized to continue on and
after July 1, 1974, pending a determination of the amount of a pro-
posed levy, if any, to be submitted to the legal voters of the City.
2. That for the purpose of providing funds wherewith to pay
the cost of essential City programs and functions on and after July 1,
1974, pending an election with respect to the tax levy, if any, in
excess of the 6% limitation, appropriations are hereby authorized
and made under each of the line items of the budget as heretofor
approved by the budget committee for the fiscal year beginning July 1,
1974, at a levelof expendituz, cot to exceed that main effect, same
to be covered by levy of taxes within the 6% limitation or funds from
revenue items, or both, as may be determined by the Council in connec-
tion with the budget for the fiscal ,year beginning July 1, 1974, as
adopted in its final form by the Council. _
