A RESOLUTION FORWARDING TO THE LEGISLATIVE INTERIM COMMITTEE ON LOCAL
GOVERNMENT AND TRANSPORTATION RECOMMENDATIONS OF THE CITY OF TIGARD
REGARDING CHANGES IN STATE LEGISLATION RELATING TO LOCAL IMPROVEMENT
DISTRICTS.
WHEREAS, streets and highways are an integral part of the State's
transportation and circulation network and the adequacy of such streets
and highways are a matter of statewide concern; and
WHEREAS, local collector streets are an integral part of the State's
circulation network, and the adequacy of such streets directly affects the
circulation and transportation characteristics of the state generally and
communities.' specifically; and
WHEREAS, the responsibility for maintaining an adequate collector
street system on the local level rests predominately with County and City
governments; and
WHEREAS, many local collector streets traverse City-County boundaries
and it is necessary to the general safety and well-being of residents of
cities to have an adequate collector street network; and
WHEREAS, State legislation precludes cities from ..stablishing local
improvement districts outside of City limits, thereby frustrating efforts
toward creating an adequate collector street network; and
WHEREAS, State legislation has created local improvement districts
as one method of bringing about improvements to local streets;
NOW, THEREFORE, BE IT RESOLVED BY THE TIGARD CITY COUNCIL THAT:
Section 1; The City of Tigard recommends to the Legislative Interim
Committee on Local Government and Transportation that State
legislation governing the creation of local improvement districts be
_ amended to enable municipalities to create local improvement districts for
street improvements outside as well as inside the City's limits for those
streets which traverse city-county boundaries.
Section 2: A copy of this resolution small be forwarded to the.Legislative
Interim Committee On Local Government And Transportation for its
consideration and further action.
