Resolution No. 73-31Ci`fx OF `klGam), OREGON RESOLUTION No. 73-31 A RESOLUTION ESTABLISHING THE POSITION OF THE TIGARD CITY COUNCIL REGARDING ( THE CONTINUED OPERATION OF FRANK'S LANDFILL SITE IN WASHINGTON COUNTY AND RECOMMENDING THAT SAID LANDFILL SITE BE ALLOWED TO CONTINUE TO BE UTILIZED FOR AN INDEFINITE PERIOD UNDER CERTAIN CONDITIONS. WHEREAS, Frank's landfill site has been located on its present site for many years; and WHEREAS, there are no other landfill sites presently available in Washington County; and WHEREAS, said landfill site is meeting present requirements of D.E.Q. for interim operation; and WHEREAS, any requirement to cease use of the lands as a landfill site would not reduce the site's pollution-causing potential due to the fact that the landfill has existed for many years; and WHEREAS, adequate steps have been taken by the operator to minimize any pollution-causing potential inherent in the operation of a landfill at said site, such adequacy having been certified by the D.E.Q.; and WHEREAS, the Metropolitan Service District is presently studying and preparing a plan for landfill site locations. NOW, THEREFORE, BE IT RESOLVED BY THE TIGARD CITY COUNCIL THAT, Section 1: It is the position of the Council that the continued utilization of. Frank's landfill site for landfill purposes, for an indefinite period, is in the best interest of the Tigard Community, and the City Council recommends to the Solid Waste Advisory Board of Washington County that the use of the site, subject to appropriate D.E.Q. conditions, be allowed to continue until such time as the Cor-Met study, being conducted for the Metropolitan Service District, is completed and this site or alternate sites in Washington County are actually available for use. Section 2: A copy of this resolution be transmitted to the Solid Waste Advisory Board of Washington County for its consideration and for consideration by any other appropriate agency.
