WHEREAS, April 19, 1969, Sergeant Murley of the Tigard
Police Department suffered extreme injury to the legs
while providing traffic control assistance at the scene
of another accident, and
WHEREAS, Officer Clayton D. Brown, also on the scene, had
presence of mind to apply tourniquets to both of Sergeant
Murley's legs thereby controlling the loss of blood, and
in addition controlled bystanders and radioed for further
assistance, and
WHEREAS, Officer Brown's diligent performance under ex-
treme pressure in all probability saved the life of
Sergeant Murley,
NOW THEREFORE, BE IT RESOLVED: That the City Council of
the City of Tigard on behalf of the people of the City,
do hereby officially recognize the dedicated and heroic
d action of Officer Clayton D. Brown.
BE IT FURTHER RESOLVED: That the contents of the fore-
going be made a matter of official record and that a
copy of this resolution be forwarded to Officer Brown.
