Ordinance No. 96-38 CITY OF TIGARD,OREGON 4 ORDINANCE NO.96-_ig slim 1. i � 4 tj AN ORDINANCE OF THE TIGARD CITY COUNCIL REPEALING ORDINANCE NO. 83-47, s p i ADOPTING A NEW EMERGENCY MANAGEMENT PLAN,AND DECLARING AN EMERGENCY. f T i_ fit ; L x; WHEREAS,the City of Tigard's Emergency Management Plan was originally adopted in October of 1983 < � and has been outdated for many years;and ? >z WHEREAS,the City wishes to formalize its policies and operational plans for emergency response by City staff and volunteers as well as defining roles and responsibilities for such responses. Y<tii NOW,THEREFORE,THE CITY OF TIGARD ORDAINS AS FOLLOWS: ;r SECTION 1: Ordinance No. 83-47,which adopted Tigard's original Emergency Response Plan, is ; hereby repealed in it entirety , SECTION 2: Pursuant to ORS 401.305,an Emergency Management Agency for the City of Tigard is 1 � ,� hereby established. Administrator, who shall have responsibility for the organization. administration and . operation of the Emergency Management Agency during an emergency in accordance ',, with the provisions of the Emergency Management Plan. 51 r v n .iFA � SECTION 3: The City Council shall adopt Sections 1 and 2 of the Emergency Management Plan, attached as Exhibit"A"hereto. These sections will serve as the policy direction for q emergency operations. Section 3 and beyond of the Plan address operational direction, `4: hazard specific plans,resources lists and call lists. The Emergency Program Manager is z� } authorized and directed to work through the Emergency Committee to make any zY, necessary changes,additions or deletions to the Emergency Management Plan. The � . t Emergency Program Manager shall file copies of the necessary modifications to the Plan with the City Council. SECTION 4: The Emergency Program Manager is authorized to negotiate any necessary and appropriate agreements between the City and other public agencies and private parties " in the furtherance of the policies set forth in the Emergency Management Plan. `t y�e.�� r••r. SECTION 5: In the event of an emergency, a declaration of emergency shall be declared in s x , accordance with the procedures and chain of command set forth in the Plan.
