STREETLIGHTING LOCAL :IMPROVE"'MENT DISTRICT, APPORT ONING THE COST AMONG TI4E BENEFITED PROPERTIES, SPREADING THE ASSESSMENT, AND DIRECTI:N(a THE ENTRY OF' ASSESSME.NT*S IN THE LEEN DOCKET AND SET`;ING THE INTEREST RATE. The Council finds: 1, They SW 79th Avenue Streetlighting Local Improvement District was formed and the improvements directed to be made by Ordinance No. 88._29. 2. -rhe improvements have been made in accordance with the final engineering report adopted by Resolution No, 89-07. The report contains a proposed assessment roll. 3. The total final cost is the sum of $2,513 .2.8 and the assessments against the individual properties are as set forth in the assessment roll and the Council finds that each property is specific;illy bene itec3 in the stated amount. } Noticeof the proposed final assessments was directed to be given by Resolution No. 89-07. 5. Individual mailed notice of the proposed assessment for each h,r:)prr'y was mailed to each property owner on January 30, 1989. The notice advised the property owner of the opportunity to object in writing to the proposed assessment and that written objections would be considered at a public. hrearin;g. Notice of the public hearing was published in the Tigard Times on February 2 and February 9, 1989. Section 2: The Finance Director shall rail an Assessment Notice to each property owner and the notice shall state the amount of the assessment:. The notice shall state the amount of the E assessment which is due immediately and that applications may be made to mace installment payments; such applications shall x be reviewed by the Finance Director for eligibility.
