Ordinance No. 84-40 i Goal #10 i In Order to Comply Statement #2 - EXHIBIT G CITY OF TIGARD, OREGON ` t ORDINANCE NO. 84- AN ORDINANCE AMENDING VOLUME 1 - RESOURCE DOCUMENT, OF THE TIGARD COMPREHENSIVE PLAN TO INCLUDE AN ASSESSMENT OF ADDITIONAL MANUFACTURED HOMES AND DECLARING AN EMERGENCY. z WHEREAS, the City of Tigard adopted a Comprehensive Plan for the City by ° Ordinance 83-52 on November 9, 1983; and WHEREAS, Volume 1 - The Resource Document was adopted as part of the Comprehensive Plan; and WHEREAS, the Comprehensive Plan was submitted to the Land Conservation and Development Commission (LCDC) on November 18, 1983; and WHEREAS, the Land Conservation and Development Commission held an acknowledgement hearing on Tigard's Comprehensive Plan on April 26, 1984; and WHEREAS, at the April 26, 1984, LCDC Hearing, the Commission voted to continue acknowledgement on Goal #10 with an In Order to Comply Statement requesting an ' assessment of additional manufactured homes. WHEREAS, a public hearing was held before the Planning Commission on June 12, f 1984 to consider the In Order to Comply Statements and a recommendation was made to the City Council; and ; p WHEREAS, a public hearing was held before the City Council on June 25, 1984, for Council consideration of the Planning Commission's recommendations. s NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS: $; Section 1: Volume 1 - The Resource Document of the Community Development Code shall be amended to include a mpnufactured homes housing needs assessment and Table I Permits within Chapter II Housing Demand, after the section on Assisted Housing and before the section on Housing Needs of Different Population Sub - Group as set forth below. Language to be added is underlined. "Manufactured Housing Needs Assessment ' l "As of 1983, Tigard had 106 manufactured housing units, respresenting 1.9% of the housing stock, while the County had 5343. Staff feels that rather than assuming that manufactured housing units will continue to represent 1.9% of all housing units in Tigard, it is more realistic to assume that Tigard will have the same percentage of manufactured homes as compared to total units built in Tigard as will be built in the County. Countywide since 1976, 14.1% of the units constructed were manufactured homes. Given that Tigard has taken steps to reduce the restriction placed on locating manufactured home subdivision and parks within the city limits, the staff believes that present zoning can accommodate a share of the demand in Washington County. Please cote, however, that the need does not create a limit. That is, the projections to the year 2000 are not intended to be regarded as quotas or limits." Tigard averaged 358 units of new construction during this eight year period. The last four years, however, have averaged only 212. Given the present trends and available land, the staff estimates that housing starts will average approximately 225 units between 1984 and 2000. Staff notes that Washington: County estimates that between'1983 and 2000, the number of manufactured housing units in the County r will increase from the present 5343 to 9389. This is based on an average growth of 238 units."
