Ordinance No. 84-14 f CITY OF TIGARD, OREGON ORDINANCE NO. 84 AN ORDINANCE OF THE TIGARD CITY COUNCIL AMENDING SECTION 3.16.030 OF THE TIGARD MUNICIPAL CODE RELATING TO SYSTEM DEVELOPMENT CHARGES -- RECREATION r `;;',,'CITIES; AND PRESCRIBING NEW RATES OF CHARGES. WHEREAS, a system development charge is imposed on new residential development to acquire, develop, and expand additional park and recreation facilities; and WHEREAS, the charges currently in effect have not been adjusted since 1977; and WHEREAS, the costs of providing additional park and recreation facilities have increased over 40% since 1977. NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section l: "Section 3.16.030 Formula for determining charge." is amended as follows, with bracketed items ([1) deleted and replaced with underlined items ( ): "3.16.030 Formula for determining charge. (a) The following formula had been used as the basis for determining the system development charge: System Development Charge Formula A X P X $ = S r $ (A) _ Park acreage standard (From Natural Features and Open k Space Element) 'S *(P) = Average number of people per unit 4 **O = Average sale price of residential '.end (S) = System charge *The present (1980) average number of people per household as verified by Portland State University's center for population research are as follows: 4 Single-family - 3.28 Multifamily - 1.93 Mobile home - 1.61 **The present average; sale price of unimproved residential land as estimated by Washington County's; f office of assessment and taxation is [$9,5001$22,500 per acre. Charges are set �3 at [one-third]one-fifth of the figures derived from the formula set out in subsection (a) of this section and rounding to the nearest even ten. Thus the charges to be made are as follows: f • (1) Single-family residential unit [$100.00]$150.00; (2) Multifamily residences [60.00]90.00 per unit: (3) Mobile Homes [50.00]7 .00 per space Section 2: That this ordinance shall be effective on and after the 31st day after its passage by the Council, and approval by the Mayor.
