AN ORDINANCE ALLOWING A TEMPORARY USE PERMIT FOR SOUTHERN PACIFIC, AND
DECLARING AN EMERGENCY.
The City of Tigard ordains as follows:
Section 1: The Tigard City Council deems it necessary to grant a temporary
use permit, TU 12-82, to Southern Pacific to place a 24' x 60' mobile trailer
for one year at 15200 S4: 72nd Avenue (WCTM 2S1 12D lot 2.00) Kable Ave. Tracts
lot 1. The trailer shall be utilized as a temporary office. Therefore, the
Tigard City Council does hereby grant a temporary use permit as follows:
"Southern Pacific may place a 24' x 60' mobile trailer at 15200 SW 72nd
Avenue for a period of one year expiring on Sagtember 27, 1983."
Section 2: Council adopts findings as follows:
1. That the temporary occupancy required is limited in duration by the
purposes for which the permit is sought. Temporary occupancy of the
trailer will cease upon completion of Southern Pacific Company's auto
storage expansion. Adequate ingress and egress exists for the permanent
use of the property. Adequate parking for customers exists, the use will
not result in congestion on adjacent streets, and the use poses no hazard
or inconvenience to pedestrians or vehicles in the area of the use.
2. The purpose for which the temporary use or occupancy permit is sought
is compatible with and incidental to the completion of the basic purpose
for which the land is being developed, and the duration of such use is
limited by the period of development.
Section 3: Inasmuch as it is necessary for the peace, health and safety of
Te people of the City of Tigard that this permit be made with the least
possible delay, an emergency is hereby declared to exist, and this ordinance
shall become effective upon its passage by the Council and approval by the
Mayor.

present, after being read two times by number and title only, this
day of September, 1982.

The Southern Pacific Company has applied for a Temporary Use Permit
to allow the placement of a 24 ' x 60' mobile trailer at 15200 S.W.
72nd Ave. for a one year period. Use of the temporary office will
cease upon .completion of their auto storage expansion.
On August 25, 1982 I granted a temporary permit for sixty days,
the limit of my authority under 18.80.020. At that time I advised
Southern Pacific that I would process their request for a one year
permit through the City Council. '
Staff Recommendation - That the City Council grant the Southern
Pacific Company a Temporary Use permit to allow the use of a 24 ' x
60' mobile trailer through August 25, 1983.

NARRATIVE FOR PLANNING COMMISSION
Southern Pacific Transportation Company proposes enlarging
the existing auto storage parking area abutting I-5 and
Upper Boones Derry Road right-of-ways to the Southeast in
3 step phases. Phase I will now only be considered.
Phase I of project consists of placing a 24' x 60' mobile
trailer for one year temporary office use on Lot 1 in
Kable Acre Tracts, situated in Section 12, Township 2
South, Range 1 West, Willamette Meridian. Also, we propose
to remove scotch brrom, blackberry bushes, light grass and
excavate a 1.76 acre area in Lot 5 and 6 and then pave for
enlargement of parking area.
There will be no negative impact or effect on adjacent sites,
occupants or activities, or the immediate neighborhood.
