s AN ORDINANCE PROVIDING FOR PERIODIC AMENDMENT TO THE CITY'S COMPREHENSIVE
PLAN AND FIXING AN EFFECTIVE DATE.
WHEREAS, the City finds that it is necessary to coordinate the local
Comprehensive Plan with the state and regional goals, objectives and plans and;
WHEREAS, the City finds that due to changing public policies and
circumstances, the comprehensive plan and each of its elements need periodic
revision, .
NOW THEREFORE TEE CITY OF TIGARD ORDAINS AS FOLLOWS:

Section 1: Annual Amendment
That the comprehensive plan, each of its elements, and the zoning ordinance
shall be opened for amendments that consider compliance with the Goals and
Objectives and Plans of the Metropolitan Service District or its successor
on an annual basis and may be so amended or revised more often than annually
if deemed necessary by the City Council. Annual amendment and revision for x!
compliance with the above regional goals, objectives and plans shall be71;
' consistent with any schedule for reopening of local plans approved by the Land
Conservation and Development Commission (LCDC) . a;
This provision is not to be construed-as waving any legal rights which the
City may have to challenge the legality of a regional goal, objective or plan
' revision.
Section 2: Plan Revision Schedule
In order to maintain consistency with the needs and desires of the public '

and to continue to provide orderly development of the lands within the plan area,
the comprehensive plan, and each of its elements shall be opened for review not
less than once every five years and may be reviewed more often if deemed
necessary by the City Council. €
All affected parties including but not limited to citizen involvement groups,
the City Planning Commission, the City Council, Local School Districts, Unified
Sewerage Agency, Local Water Districts, Local Fire Districts and surrounding
jurisdictions shall have an adequate opportunity to review the plan. If a :
revision of the plan is necessary, it shall be amended following agency review,
public hearings and adoption by Council.
