Ordinance No. 79-21 CITY OF TIGARD, OREGON ORDINANCE NO. 79--,2:/ _ AN ORDINANCE CALLING A SPECIAL ELECTION TO SUBMIT TO VOTERS TAX LEVY FOR TIGARD COMMUNITY YOUTH SERVICES, INC. WHEREAS the City Council has taken the position that voters of the City should determine whether certain humanitarian projects conducted within the City should be supported by tax dollars, it is necessary to submit the following proposition to the voters of the City at a special election called and held for that purpose: NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1 An election is hereby called to be held in the City of Tigard on the 22nd day of May, 1979, between the hours of 8 a.m. and 8 p.m. Pacific Standard Time at the polling places hereafter designated ("EXHIBIT A") for the purpose of submitting to the legal voters of the City the following propositions. Section 2 The following ballot title and explanation are hereby approved with respect to the following measure for which purpose the following ballot title, number, and form in which the question shall be printed upon the official ballot are prescribed: { Submitted to the voters 'by the City Council on behalf of Tigard Community Youth Services, Inc. LEVY FOR YOUTH SERVICES PROPOSAL SHALL THE CITY OF TIGARD BE AUTHORIZED TO LEVY, ON BEHALF OF TIGARD COMMUNITY YOUTH SERVICES, INC. , THE SUM OF $49,699 FOR THE YEAR BEGINNING JULY 1, 1979, AND ENDING JUNE 30, 1980, THAT SUM BEING WHOLLY IN EXCESS OF THE TAX BASE OF THE CITY AS COMPUTED IN ACCORDANCE WITH SECTION 11 , ARTICLE XI, OREGON CONSTITUTION? PAGE I -- ORDINANCE NO. 79—AL 1 EXPLANATION OF BALLOT QUESTION The purpose of L-his proposal is to provide $49,699 for fiscal year 1979 - 1980 to Tigard Community Youth Services, Inc. , to defray a portion of the operational expenses of that organization. Tigard Community Services provides a prevention program designed to keep youth out of the juvenile court system through intervention services which include counselling, job referral, parent education, bid brother and big sister prograis, informational seminars and crisis intervention. If this measure is approved, that portion of the operating budget to be financed wholly by local taxes for the tax year 1979 - 1980 will be $31,691 greater than that portion of the operating budget financed by local taxes for the 1978 - 1979 tax year. If approved, the estimated tax rate for 1979 - 1980 will be 13.89 cents per $1,000 assessed valuation. The total estimated cost to a $40,000 home for 1979 - 1980 would be $5.55. Section 3 The City Recorder is hereby authorized and directed to certify in the manner provided by law to the Department of Records and Elections of Washington County the foregoing measure for inclusion as a part of the regular ballot to be prepared by the Department of Records and Elections for voting at all precincts within the City of Tigard at the election of May 22, 1979. Section 4 The City Recorder is hereby directed to give notice of the described election and the foregoing proposals in the following manner: (a) By publishing a copy of this ordinance in full in one issue of the Tigard Times within 20 days immediately prior to the election. PAGE 2 - ORDINANCE NO. 79- _ (b) By posting notices of the election, one at each of the designated polling places in each of the precincts in the City, not less than ten days prior to the date of the election and also by publishing notice in the Tigard Times once each week for two consecutive weeks, the first of such publishings to be not less than ten days prior to the date of election. (c) That inasmuch as it is necessary that the foregoing proposals, as set forth above, be submitted to the legal voters of the City with the least possible delay, and it being necessary for the peace, health, and safety of the people of the City of Tigard that the election be held at the earliest possible date, an emergency is declared to exist, and this ordinance shall take effect upon its passage for the council and signature by the mayor.
