Ordinance No. 79-20 CITY OF TIGARD, OREGON ORDINANCE NO. 79 ? AN ORDINANCE CALLING A SPECIAL ELECTION TO SUBMIT TO VOTERS TAX LEVY FOR TIGARD LOAVES AND FISHES, INC., AND REPEALING ORDINANCE No. 79-6 WHEREAS the City Council has taken the position that voters of the City should determine whether certain humanitarian projects conducted within the City should be supported by tax dollars, it is necessary to submit the following proposition to the voters of the City at a special election called and held for that purpose; NOW, THEREFORE, THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1 An election is hereby called to be held in the City of Tigard on the 22nd day of May, 1979, between the hours of 8 a.m. and 8 p.m. Pacific Standard Time at the polling places hereafter designated ("EXHIBIT A") for the purpose of submitting to the legal voters of the City the following propositions. Section 2 The following ballot title and explanation are hereby approved with respect to the following measure for which purpose the following baitot title, number, and form in which the question shall be printed upon the official ballot are prescrib- ed: Submitted to the voters by the City Council on behalf of Tigard Loaves and Fishes, Inc. LEVY FOR LOAVES AND FISHES PROPOSAL SHALL THE CITY OF TIGARD BE AUTHORIZED TO LEVY ON BEHALF OF TIGARD LOAVES AND FISHES, INC., FOR AGED SERVICES PURPOSES FOR THE PERIOD BEGINNING JULY 1, 1979, AND ENDING NNE 30, 1980, THE SUM OF $6,000 IN EXCESS OF THE TAX BASE OF THE CITY COMPUTED IN ACCORDANCE WITH SECTION 11, ARTICLE XI, OREGON CONSTITUTION? EXPLANATION OF BALLOT QUESTION The purpose of the proposal is to provide $6,000 to Tigard Loaves and Fishes to defray a portion of the operational costs of this k organization which provides nutritional, transportation, and other services to the aged. If this measure is approved, that portion of the operating budget financed wholly by Tigard taxes for the tax year 1979 - 1980 will be $1,000 more than that portion of the operating budget financed wholly by Tigard taxes for the preceding year. If approved, the estimated tax rate will be 1.67 cents per $1,000 e assessed valuation. The tat al. estimated cost to a $40,000 home for 1979-1980 would be 67 cents. I, Section 3 The City Recorder is hereby authorized and directed to certify in the manner prop*ided by law to the Department of Records and Elections of Washington County the foregoing measure for inclusion as a part of the regular ballot to be prepared by the Department of Records and Elections for voting at all precincts within the City of Tigard at the election of May 22, 1979• Section 4 The City Recorder is hereby directed to give notice of the described elec- tion and the foregoing proposals in the following manner: i (a) By publishing a copy of this ordinance in full in one issue of the Tigard Times within 20 days immediately prior to the election. i (b) By posting notices of the election, one at each of the designated polling places in each of the precincts in the City, not less than ten days prior to the date of the election and also by publishing notice in the Tigard Times once each week for two consecutive weeks, s; the first of such publishings to be not less than ten days prior to the date of election.
