GEORGE EDENS FOR AN AMENDMENT TO THE 1970 ZONING MAP OF THE CITY OF TIGARD, CHANGING THE ZONE DISTRTCT FOR A TRACT OF LAND AT 16285 S.W. 85TH AND DEPICTED ON WASHINGTON COUNTY TAX MAP 2S1 14A, TAX LOT 1100, FROM WASHINGTON COUNTY "RU-4" TO CITY OF TIGARD "M-4" INDUSTRIAL PARK ZONE AND ADOPTING EXHIBITS "A", "B", & "C" GRANTING THE APPLICATION AND FIXING AN EFFECTIVE DATE. THE CITY OF TIGARD ORDAINS AS FOLLOWS: SECTION l: Finding that the lands hereinafter described have been heretofore and are now classified as Washington County "RU-4" and further findings that pursuant to prescribed procedures, the above-stated application for a zoning map amendment was heard in a public hearing held by the Tigard Planning Commission on November 21, 1978, and all interested persons were there and then afforded an opportunity to be heard, and thereafter the Planning Commission filed its report and recommended approval with the City Recorder, a copy therefore hereto attached and by reference made a part hereof, the Council adopts the following substantive findings: 1. That the applicant is in conformance with the NPO #6 Plan designation of institutional development. 2. That the proposed zoning is compatible with the surrounding neighborhood. 3. Adequate water and sewerage facilities are available to serve the k proposed development. SECTION 2: THEP.EFORE, pursuant to the requiremen'..s of Chapter 18.88 of Tigard Municipal Code, the applicant's request for an amendment of the Tigard Zoning Map of 1970 to zone those lands described in the attached Exhibit "A" for Industrial Park (M-4) use is hereby approved subject to the provisions of Chapter 18.52 (Industrial Park Zones) of the Tigard Municipal Code as embodied in or exhibited by the documents submitted and identified as follows Exhibit "A" Legal Description Exhibit "B Staff Report Exhibit"'C": Site Plan And further subject to the following conditions: 1. _ That ten feet of right-of-way along S.W. 85th be dedicated to the City and a half street improvement be provided along S.W. 85th to the City of Tigard standards before a building permit is issued. 2. Location: 16285 S.W. 85th (Wash. Co. Tax Map 2S1 14A, Tax Lot 1100) Applicant: George Eden I. Findings of Fact: recently annexed 4.37 acre parcel currently 1. The Sitc is a e..t_y - zoned RU-4 "Washington County Agricultural". 2. The proposed zoning is in conformance with the NPO #6 Plan designation of institutional development. 3. There exists a public need to assign city zoning to annexed parcels. 4. The site is presently occupied with a single family, storage and corral shad with the remaining open space having high chaparrel vegetation with no agriculture use. The parcel has a gentle slope moving from west to the east. 5. The surrounding land uses are Tigard High School grounds on the north and west side, the 44= Sewer' Treatment Plant on the east across 85th and a single family parcel of three (3) acres to the south. 6. The site fronts S.W. 85th which is a county road in substandard ; condition, having 30 feet of right-of-way with approximately 20 feet paved. 7. The site will be served by USA having its interceptor at the intersection of S.W. 85th and S.W. Durham. Water will also be provided with adequate facility. 8. The applicant proposes to develop industrial use buildings. as permitted by the institutional development designation with conditional use mini storage units (See CU 29-78) . iI. Main Street Tigard, Oregon 97223 Gentlemen: s This narrative is in connection with my request for a change in zoning of a 4.39 acre parcel at 16285 S.W. 85th Avenue, Tigard, also known as Tax Lot 1100 on tax map 2S-1-14-A. This parcel was recently annexed to the city and carries Washington County RU-4 zoning. Future Institutional zoning is designated under the Compre- hensive flan. The city's present M-4 zoning ordinance allows uses which are most like those to be allowed in Institutional zoning. Therefor, my application requests a change from RU-4 , tV111LL U.�V1lar i • My desire is to build light industrial buildings (a permitted M-4 use) on part of the property and mini-storage warehouses (a conditional M-4 use) on the remainder. Site plans are submitted with this application. I have owned and operated the Golden Key Mini-Storage on route I-5 between Tualatin and Lake Oswego for more than two years. The inquiries we receive there indicate that growth in the area is bringing an increasing need for more and some- what different mini-warehouse space. Also there is a need for industrial rental space in units smaller than 2,000 sq. ft. By combining mini-storage and light industrial uses in an industrial park a more viable venture can be created than either would be alone. Although the mini-storage must have a controlled access, the two uses will be complementary. For example, a business located in the industrial space can rent variable amounts of -:storage space on short notice. Five- mini-storages now serve Tigard, Tualatin and Lake Oswego. These also serve much of southwest Portland, because there are no mini-storages in that area. All have low vacancy rates. The only project currently adding more space is in Tualatin. My plans are to bring more space into the market in 15 to 18 months, when the existing facilities likely will ml i be saturated again. , y The location is a strategic one in south Tigard for the proposed uses.
