Ordinance No. 78-15 6 i CITY OF TIGARD, OREGON ORDINANCE No. 78- IT- AN TAN ORDINANCE CALLING AN ELECTION TO BE HELD IN CONNECTION WITH THE GENERAL STATE PRIMARY ELECTION, MAY 23, 1978, FOR THE PURPOSE OF SUBMIT MTNG TO THE LEGAL VOTERS OF THE CITY TWO MEASURES TO LEVY TAXES IN EXCESS OF THE TAX BASE FOR DESIGNATED ITEMS OF THE CITY'S OPERATIONAL BUDGET, FIXING AN EFFECTIVE DATE AND DECLARING AN EMERGENCY. E WHEREAS, the Council has taken the position that the voters of the City should determine whether certain humanitarian projects t.onducted within the City should be supported by tax dollars, it is necessary to submit the following propositions to the voters of the City at a special election called and held for that purpose; t E NOW, THEREFORE, E t. THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1: An election is hereby called to be held in the City of Tigard on the 23rd day of May, 1978, between the hours of 8:00 A.M. and 8:00 P.M. Pacific Daylight Time, at the polling places hereinafter designated p for the purpose of submitting to the legal voters of the City the following propositions. Section 2: The following ballot title and explanation is hereby approved with respect to the following measure for which purpose the following ballot title, number and form in which the question shall be printed upon the It official ballot is prescribed: Submitted to the voters by the City Council in behalf of Tigard Community Youth Services, Inc. j t LEVY FOR YOUTH SERVICES 4 PROPOSAL SHALL THE CITY OF TIGARD BE AUTHORIZED TO LEVY, IN BEHALF 52. OF TIGARD COMMUNITY YOUTH SERVICES INCORPORATED, THE SUM OF $18,008 FOR THE YEAR BEGINNING JULY 1, 1978 AND ENDING JUNE 30, 1979 SAID SUM BEING WHOLLY IN EXCESS OF THE TAX BASE OF THE CITY AS COMPUTED IN ACCORDANCE WITH SECTION 11, ARTICLE XI, OREGON CONSTITUTION? EXPLANATION OF BALLOT QUESTION The purpose of this proposal is to provide $18,008 for fiscal year 1978-79 to Tigard Community Youth Services Incorporated to defray a portion of the operational expenses of that organization. Tigard J Community Youth Services provides a prevention program designed to keep youth out of the juvenile court system through intervention services which include counselling, job referral, parent education, big brother and bigsisterprograms, informational seminars and crisis intervention. PAGE 1 - ORDINANCE No. 78- If this measure is approved, that portion of the operating budget to be financed wholly by local taxes for the tax year 1978-79, will be $18,008. greater than that portion of the operating budget financed by local taxes for the 1977-78 tax year. i If approved, the estimated tax rate for 1978-79 will be 6 cents per $1,000 assessed valuation. LOAVES AND FISHES, INC., FOR AGED SERVICES PURPOSES FOR THE PERIOD BEGINNING JULY 1, 1978 AND ENDING JUNE 30, 1979, THE SUM OF $5,000 IN EXCESS OF THE TAX BASE OF THE CITY COMPUTED IN ACCORDANCE WITH SECTION 11, ARTICLE XI OREGON CONSTITUTION? EXPLANATION OF BALLOT QUESTION The purpose of the proposal is to provide $5,000 to Tigard Loaves and Fishes to defray a portion of the operational costs of this organization which provides nutritional, transportation and other services to the aged. " If this measure is approved that pp portion of the operating .budget financed wholly by Tigard taxes for the tax year 1978-79 will be the same as that portion of the operating budget financed wholly by Tigard taxes for the proceding year. If approved, the estimated tax rate will be 1.7 cents per 1,000 assessed valuation. t A The total estimated cost to a $40,000 home for 1978-79 would be 68 cents. NO I vote against the proposed levy. i f i Section 4: The City Recorder is hereby authorized and directed to certify in the manner provided by law to the Department of Records and Elections of Washington County, the foregoing measures for inclusion as a part of the regular ballot to be prepared by the Department of Records and Elections for voting at all precincts within the City of Tigard at the state-wide primary election of May 23, 1978. f Section 5: The City Recorder be, and she is hereby, directed to give notice of said election and the foregoing proposals in the manner following: (a) By publishing a copy of this ordinance in full in one (1) issue of the Tigard Times within twenty (20) days immediately prior to the election. ; (b) By posting notices of said election, one at each of the designated polling places in each of the precincts in the City not less than ten (10) days prior to the date of the election and R also by publishing notice in the Tigard Times, once each week for . two consecutive weeks, the first of such publishings to be not less than ten (10) days prior to the date of election. Section 6: That inasmuch as it is necessary that the foregoing proposals, as r hereinabove set forth, be submitted to the Legal voters of the t City with the least possible delay, and it is necessary for the peace, health C and safety of the people of the City of Tigard that the election be held at , the -.earliest possible date, an emergency is hereby declared to exist, and this ordinance shalltake effect upon its passage by the Council and signature of the Mayor.
