Ordinance No. 77-83 CITY OF TIGARD, OREGON ORDINANCE NO. 77- 93 AN ORDINANCE CALLING FOR AND ESTABLISHING AN ELECTION FOR THE PURPOSE OF OBTAINING FROM THE TIGARD VOTERS AN ADVISORY VOTE TO ASSIST THE CITY COUNCIL IN ITS DELIBERATIONS REGARDING FUNDING OF A PORTION OF THE TIGARD COMMUNITY YOUTH SERVICES PROGRAM. THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1: The City Council finds that a Supplemental Budget for fiscal year 1977-78 must be adopted to make appropriations of revenues to be made available to the City which were previously unanticipated and that Tigard Community Youth Services, Inc., has requested that $7,449 be appropriated for the T.C.Y.S. program as a portion of said Supplemental Budget. Section 2: An election is hereby called to be held in conjunction with the state-wide election scheduled by the State Legislature, to be held on November 8, 1977 for the purpose of submitting to the legal voters of the City the advisory proposition as detailed in Section 3 hereof. Section 3: The following ballot title and statement of purpose is hereby approved with respect to the following measure: Submitted to the voters by the City Council: TIGARD COMMUNITY YOUTH SERVICES ADVISORY BALLOT Should the City Council support the Tigard Community Youth 51. Services, Inc. program by authorizing an expenditure during fiscal year 1977-78, not to exceed $7,500.00 in order to assure the continued operation of this program? Explanation of the Ballot Question This ballot question is not a tax levy, and is only advisory to the City Council. In 1976 the voters authorized a $5,000 property tax levy for support of T.C.Y.S. In 1977, the voters rejected a proposal for $22,000 per year for 3 years. A Supplemental Budget must be adopted to make appropriations of revenues to the City that were previously unanticipated. T.C.Y.S. has requested the City Council to appropriate $7,499 when a supplemented budget is: adopted. Your vote will assist the City Council in making a decision whether to appropriate funds to this program. Section 4: The City Recorder is hereby authorized and directed to perform such tasks and to take such actions as are necessary to assure that this measure appears before the legal voters of TIGARD in conjuction with the- state called elections to be held on November 8, 1977.
