There exists a public need to apply City of 'Tigard zoning to all.. parcels of land in the city in order 'to ease the administration of land use regulations and assure consistency throughout the _City. The areas designated on the Plan Map for medium density residential development are, therefore, located near the Greenburg-217 interchange and adoacent Pacific Highway . Policy 16. Within the neighborhood, multi-family develop- ment should be located according to the follow- ing locational criteria: A. Accessibility to arterials B. Accessibility by the pedestrian and cyclist to shopping and employment C. Availability of open space as a relief to the higher density living environment. 3. NPO Y2 Plan designates S.W. Greenburg Road north of North Dakota Street as an arterial street. Greenburg Road south of North Dakota Street is designated by the Plan as a col- lector street. II . STAFF OBSERVATTnNS' 1. The front portion of the site along Greenburg Road is rela- tively flat, sloping down and away towards the rear of the lots. On Tax Lot 900 there is a single family home and a grove of trees to the rear of the lot. There is also a single family home on Tax Lot 1000. A stand of trees exists along the southeast side of the lot . Both homes are located toward the front of the lots along Greenburg Road, and both units are presently on a septic tank systema To the north and to the east across S.W. Greenburg Road are apartments. The site abets the Burlington Northern and Southern Railroad lines to the west, and to the south are the Costello Sor- rento apartments. 2. The applicant is proposing to partition the front portions of Tax Lots 900 and 1000 into single family lots and develop- ing the remaining parcels for multiple family units (12 units per acre) . Water is available to the site by means of a six inch water line running along the southwest side of Greenburg Road. Sewerage service is available from an eight inch main line in S.W. Greenburg Road and is of adequate capacity to fa- cilitate the proposed density . 4. The Tigard Committee Plan and NPO 7#2 Plan standards for a collector street are a minimum of 60 feet of right-of-way width. That portion of S.W. Greenburg Road which abuts the � subject parcels has a present right-of-way width of 60 feet. III . CONCLUSIONARY FINDINGS: 1. There exists a public need to apply City of Tigard zoning to all parcels of land in the city in order to ease the ad- ministration of land use regulations and assure consistency t throughout the city. 2. The proposed A-2 zoning district is compatible with the sur- rounding zoning and conforms to the Neighborhood Planning 1 Organization #2 Plan, which designates these parcels to de- velop at an Urban Medium Density of 12 units per acre. With the attachment of appropriate conditions, the adequate pro- vision of public services to serve development of the site can be assured. Its. STAFF RECOMMENDATI0N: Based on the findings of fact and conclusionary findings, the staff recommends approval of the request subject to the follow- ing condition: 1. File with the City Recorder an agreement not to remonstrate against a Local Improvement District for street improvements to S.W. Greenburg Road. f.
