Ordinance No. 77-57 CITY OF TIGARD, OREGON ORDINANCE NO. 77-_5-�J _ AN ORDINANCE AMENDING SECTIONS 2.36.030 AND .040 OF CHAPTER 2.36, TIGARD MUNICIPAL CODE RELATING TO MEMBERSHIP QUALIFICATIONS, TERMS OF OFFICE, ORGANIZATION, RECORD KEEPING AND RESPONSIBILITIES OF THE LIBRARY BOARD. THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1: Section 2.36.030 is hereby amended to read as follows: 2.36.030 Board - Established - Term - Appointment - Meetings ^ Officers. Established: There is established a Library Board of seven members, five of whom shall be residents of the City and two of whom may reside within or outside the Tigard corporate limits. Term: (a) The terms of the members presently serving on the Library Board shall terminate according to the following schedule: Mary Slemmons - June 30, 1978 Don Jacobs - June 30, 1978 k New Member - June 30, 1979 New Member - June 30, 1979 Yvonne Burgess - June 30, 1980 Jeri Cundiff - June 30, 1980 Betsy Chick - June 31, 1981 (b) At the expiration of the term of any member of the Library Board the Mayor, subject to confirmation by the City Council, shall appoint a person to a four year term. If a vacancy occurs for any reason other than expiration of a term, the Mayor, subject to confirmation by the City Council, shall appoint a new member to serve for the duration of the unexpired term. (c) No person may serve more than two consecutive terms on the Library Board. After a one year interval, a former member who had served two terms may be reappointed. Terms served or commenced Ordinance No. 77- '� E'. 4 before July 1, 1977, shall be counted toward the two-term iimitation imposed by this section. r (d) Members of the Library Board shall receive no compensation. , Meetings: The Library Board shall meet at least six times a year and every meeting of the Board shall be publicized in advance and shall be open to the public. Officers: The Library Board shall, at its first meet- ing after July 1, 1977, and at least annually thereafter elect a Chairman and a Chairman pro-tem. The Chairman shall preside over the meetings of the Board. The Head Librarian, or his authorized designee, shall serve as secretary to the Library Board and shall keep accurate records of all Board meetings which records shall be made available to the City Administrator, City Council and interested public upon request. Section 2: Section 2.36.040 is hereby amended as follows: 2.36.040 Board - Responsibilities. The Library Board shall have tie following responsibilities: (1) To advise the City Administrator and City Council of findings and concerns relating to the manage- ment, control and operation of city Library facilities (2) To formulate for recommendation to the City Council, rules, regulations and policies as deemed desirable for the governance, maintenance of order, safety, operation and utilization of library facilities and to monitor the application of all adopted rules, regulations and policies. (3) To monitor the operation of the Library for the purpose of identifying any deficiencies in the level of service being provided to the public and to recommend to the City :administrator and City Council appropriate remedial actions where deficiencies are found to exist. (4) To make recommendations to the Budget Officer regarding financial needs of the Library during the preparation of the annual budget. (5) To encourage and support active volunteerism in support of the use and improvement of the Library facilities. Page 2 Ordinance No. 77- �`7 r (6) To ascertain the Library needs of the community and to present to the City Council evaluations and recommendations regarding needs and desires as expressed by library patrons. (7) To perform such other duties and to provide such other advice as the Council may request from time to time in furtherance of the ,goal of providing the best library service to the public as is possible under the constraints of available revenue, space, manpower and other public resources. Section 3: This ordinance shall be effective on and after the 31st day after its passage by the Council and approval by the Mayor.
