Ordinance No. 76-34 CITY OF TIGARD, OREGON ORDINANCE NO. 76- 3`1 AN ORDINANCE AMENDING ORDINANCE NO. 74-52, TO INCLUDE A SIGNING PROGRAM FOR THE FARMERS INSURANCE GROUP PLANNED DEVELOPMENT AND FIXING AN EFFECTIVE DATE. THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1 : The City Council finds that the lands described on the attached exhibit "A" were on September 9, 1974, zoned Commercial-Professional , Planned Development according to ordinance number 74-52. At the time of approval no signing program was in- cluded in the Planned Development of the subject property. Pur- suant to chapter 18.40.070 of the Tigard Municipal Code the Farmers Insurance Group has proposed a signing program .for purposes of identifying their project and tenants. Section 2: The City Council further finds that the proposed sign- ing program has been reviewed and accepted by the Site Development, Architectural Design Review Board, as required by Chapter 18.40.070 of the Tigard Municipal Code and on August 3, 1976, it was the subject of a hearing held by the Planning Commission wherein all parties were provided the opportunity to be heard and the Commission has filed its report with the City Recorder. 'Section ,1„>: he City Council further finds that after due and legal notice a public hearing was held on August 9, 1976, before an impartial Council, and that at said hearing the applicant and all interested parties were afforded an opportunity to be heard. Section 4: Based on the evidence both oral and documentary and the record of said hearing before the City Council, the Council makes the finding that the submitted signing program is adequate and appropriate to the signing and tenant identification needs of the Farmers Insurance Group Planned Development. Section 5: That the applicant 's proposed signing program become an amendment to Ordinance No. 74-52 according to the attached exhibits. Exhibit A. Property legal description Exhibit B. Section 7: This ordinance shall become effective on the 31st day after its passage by the Council and approval by the Mayor. The program includes: 1 1- Location signs seen from Interstate Highway 5 and from Highway 217. 2- Entrance signs seen at the two major entrance locations. 3- A number of street signs at proper positions. _ 4- Directional signs placed at five strategic locations. The same construction design as that shown may be used as building or company identification sigzis, iioiiifyi1ig the design by changing the strip panels to one panel of � 4' x 2' size to cary the company name. t7ood has been chosen as the material for all signs because of maintenance advantages and appropriatness to the setting. The finish is a pigmented stain. Letters are cut into the wood and paint filled. The location signs and the entrance signs are mounted in concrete bases, structured with a steel pipe core on which the wood is frayed. The tower sign is pictured with a temporary lease sign attachment to be removed when sales are completed. A color coding system is shown based on the triangle emblem colors. The small color spots will add _life to the signs though the warm grey wood stain will minimize the visual effect of the signs. The toner sign is pictured at the Highway 5 location, the shadowed side being the north face of the triangular structure. Legibility tests ;;were made on site by real estate, architect, and design personnel. Designs for executive letterhead, utility letterhead, and newspaper ad are included. Within the week we will use these sketches to obtain construction bids from two sign companies. Side pieces of rough sawn, or brush etched, lumber, triangular in cross section, pigmented stain finish, 4" each side. Company name legends to come as offices are sold, incised in 1" x 4" x 4' panel of exterior grade lumber or particleboard, painted all sides to seal. Side pieces strap mounted on concrete feet. Please estimate cost of individual na-ae panels so they can be sold to leasor as part of sales cost. 5- Estimate ONE on site ground mounted corpany name sign with same specs as WIM except that the panel strips are replaced by one single 4' x 2' panel with the company name incised and paint filled.
