Ordinance No. 76-29 CITY OF TIGARD, OREGON ORDINANCE NO. 76- AN ORDINANCE AUTHORIZING CONDUCT OF A "FAST-DRAW" EXHIBITION ON AUGUST 7, 1976, IN CONJUNCTION WITH "TIGARD TOWN AND COUNTRY DAYS" THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1 : The City Council has received a request from the Portland Fast-Draw Club for permission to conduct a fast-draw exhibition in connection with Tigard Town and Country Days on August 7, 1976, in the parking lot at Tigard Plaza. Section 2: The City Council finds that the Chief of Police has reviewed the plans of the Portland Fast-Draw Club for the fast-draw exhibition, including plans for crowd control, the handling of weapons, and ammunition, and reported to the City Council that the combination of ammunition and crowd control will be adequate to protect persons in the area of the competition. Section 3: The City Council hereby declares that the fast-draw exhibition to be held at the Tigard Plaza on August 7, 1976, shall be deemed not to be in violation of Ordinance No. 7.32.120, Tigard'Municipal Code, relating to discharge of weapons. Section 4 : it is hereby ordered that the fast-draw exhibition approved by this ordinance shall not continue longer than the period between 9 a.m. August 7, 1976, and 6 p.m. of the sane date. It is further ordered that the area in which the competition is held shall be roped off in such a way as to keep the public from entering the area of the exhibition, and the distance between any person dis- charging a firearm and the nearest spectator (rot including other contestants or officials) shall not be less than 25 feet. It is further ordered that no ammunition shall be used in any gun fired in connection with the fast-draw exhibition except the combination of burned and unburned powder customarily used by the Portland Fast-Draw Club and prescribed by its regulations. Section 5: The length of time between the presentation of this ordinance to the Council and the proposed exhibition being less than 30 days, an emergency is hereby declared to exist, and this ordinance shall become effective immediately upon its passage by the Council and approval by the Mayor.
