No person shall at any time park or leave standing a vehicle of any kind or character, whether motorized or not, and whether attended or unattended, within the following defined portions of public streets and highways within the city: "(19) On the Northeast one-half of S. W. Commercial Street beginning at the Southeast right-of-way line of S. W. Main Street and extending thence Southeast ninty-five feet." Section 2: That the City Administrator be and he is hereby authorized and directed to cause to have the areas in which parking is prohibited as above set forth suitably posted in the manner provided by law. Section 3: Inasmuch as this parking prohibition is necessary to protect the health, safety and general welfare of the public and in particular pedestrians on ' raid Street an emergency is recognized to exist and is hereby declared and this ordinance shall become effective immediately upon passage and approval by the City Council.
