THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1: The City Council finds Lljk L yt -'s nnccessary, expedient and for the best interests of the people of the City of Tigard that the Plan Map of Neighborhood Planning Organization Plan Number One be revised so as to attain the purposes and objectives of ORS Chapter 197 and ORS Chapter 227 insofar as applicable with respect to the Ash Avenue-Downtown Planning Area. Section 2: The Council further finds that amendment of the Neighbor- hood Plan Number One Map is necessitated by changes which have occurred affecting the subject property which, when the plan was formulated, contained an operating school and adjoining playfields.
