ORDINANCE NO. 75
AN ORDINANCE AMENDING AND SUPPLEMENTING SECTION 2.10.010 OF
THE TIGARD MUNICIPAL CODE PROVIDING FOR ALTERNATES TO SERVE
IN THE ABSENCE OF REGULAR MEMBERS OF THE SITE DEVELOPMENT
PLAN AND DESIGN REVIEW BOARD, FIXING AN EFFECTIVE DATE AND
DECLARING AN EMERGENCY.
THE CITY OF TIGARD ORDAINS AS FOLL0WS:
Section 1: That Section 2.10.010, Tigard Municipal Code, with
respect to the site development plan and design
review board, be and the same is hereby amended and supple-
mented to read as follows:
"2.10.010 Appointment--Membership. The site
development plan and design review board shall
consist of five members appointed by the city
council, two initially designated to serve one
year terms and three designated to serve two
year terms, not more than two members of whom
may be nonresidents of the city. The board shall
consist of five members as follows: One member
of the city planning commission; two individuals
who shall be either architects, landscape archi-
tects, artists or designers; and two individuals
actively engaged in business, commerce or industry.
Board members shall receive no compensation but
shall be reimbursed for duly authorized expenses.

In addition to the five regular members of the
board three standby members or alternates shall
be appointed for a term of two years front effective
date of appointment. An alternate will be requested
by the planning director to sit upon the board
in the absence of a regular member when it is
known in advance of the meeting that a regular mem-
ber will be unable to attend at a meeting of that
board. Each alternate member shall serve in lieu of
and in the absence of a regular member in each of the
following group classifications of a regular member:
Category of Regular Designated Standby
Board Member Alternate
Planning commission member 1 alternate
Any landscape architectural
or designer member 1 alternate
Any business, commerce or
industry member 1 alternate

The planning director may request any alternate {
y member to serve at any meeting in lieu, and in the
absence, of any regular board member and the mem-
ber's alternate where necessary to obtain, a quorum.
Alternate board members shall receive no compensation

Section 2: Inasmuch as it is necessary for the peace, health
gY and safety of the people of the City of Tigard
that steps be taken to assure a quorum at meetings of the site
' development plan and design review board, an emergency is hereby
declared to exist and this ordinance shall become effective
upon_ its passage by the Council and signature by the Mayor.
