Ordinance No. 72-66 CITY OF TIGARD, OREGON ORDINANCE No.72-_(L,„ AN ORDINANCE IMPOSING A MORATORIUM TO AND INCLUDING JUNE 30, 3973 ON THE ISSUANCE OF PERMITS FOR, OR THE CONSTRUCTION, PLACEMENT OR ALTERATION OF, OUTDOOR ADVERTISING SIGNS IN THE CITY OF TIGARD; PRESCRIffiNG EFFECTIVE. DATE AND DECLARING AN EBIERC.FNCY. THE CITY OF TIGARD ORDAINS AS FOLLOWS: Section 1: The City Council finds that approximately fifteen (15) billboards or outdoor advertising signs, :s defined by Section 15.08.240 of the Tigard Municipal Code, are presently con- structed, placed and in use within commercial or Industrial zones in the 0ity of Tigard, and that additional signs of the same character will inhibit the esthetic considerations, policies and cultural values within the City. Section 2: The Council further finds that it is necessary to protect the public interest andprovide for the neat, clan, orderly and attractive appearance of the City of Tigard, that no additional outdoor advertising signs or billboards be permitted in the future for such period as necessary to afford the City an oppor- tunity to re-evaluate the esthetic impact of outdoor advertising signs within the corporate boundaries Section 3: For the foregoing reasons a moratorium is hereby declared to andiincludi.ng June 30, 1973, prior to the expiration of which no permit shall be issued for the construction, placement or alteration of an outdoor advertising sign or billboard, as defined in Section 16.08.240 of the Tigard Municipal Code, withi4the City of Tigard, and no person, as defined in Section 16.08.250 Tigard Nun- ieipal Code, shall erect, construct, place or locate any structure for outdoor advertising purposes as so defined within the City of Tigard. Section 4: That the Planning Commission and staff of the City shall immediately undertake & program of res evaluating and re- evaluating the cultural-and esthetic impact of present and prospect- a ive outdoor advertising media within the City, giving due considera- a tion to the peace, welfare and safety of the general public, and pre- sent its recommendations and findings to the City Council not later than �M„ 30 1973. Section 5: Inasmuch as it is necessary for the peace, health and safety of the people of the City of Tigard that the mora- torium hereinabove described be placed in effect without delay and and re-evaluate the impact °fisoutdoor that .the program to restudy hereby advertising media be, undertakn immediately, an emergency declared to exist, and this ordinance shall become effective upon its passage by the Council and approval of the Mayer.
