Detailed plans indicating building location, floor plan, signing, setbacks, parlhing landscaping, fighting, etc., shall be submitted to the Planning Department for approval prior to the issuance of a building permit. 2. The children's play area shall be fully enclosed with a fence. 3. The number of children shall be determined by the State Health Department. 4. The facility shall meet all State and County regu- lations for such operations.
